1. Background/Context

NRC’s 2022-25 Strategy for its Colombia, Ecuador and Panama operation works along the axis of Emergency Response, Recovery and Durable Solutions for vulnerable migrants and forcibly displaced populations. It is under this third pillar that NRC will be implementing a three-year Youth and Economic Inclusion project. The objective of the intervention will be to enhance the chances of social and economic integration of refugees and migrant youth affected by displacement coming from Venezuela, and vulnerable host communities in Colombia and Ecuador. The project aims to do this through improved participation and leadership, facilitation of sustainable livelihood opportunities and reduction of barriers that prevent youth from accessing and enjoying these opportunities.

The Economic inclusion Project Manager (EIPM) will be responsible for ensuring integration of multiple technical competencies (Livelihoods and Food Security, Education, ICLA, and Shelter) and advocacy to achieve higher-level outcomes on economic inclusion, empowerment and, social cohesion as a contribution to the durable solutions of targeted groups. The EIPM will facilitate meaningful technical collaboration across core competencies (CC)/sectors, carry out joint barrier/need assessments on different technical areas, joint holistic response planning, joint targeting and joint implementation by technical staff.

The EIPM will be responsible for project management (ensuring the project is implemented in line with NRC’s Project Cycle Management (PCM) framework), supervising CC and thematic staff dedicated to the project to ensure the project work plans, M&E work plans and procurement plans are aligned. The EIPM is also budget holder of the project.

2. Role and responsibilities

The EIPM will coordinate the involvement of multiple CCs/thematic towards the quality programming towards the common objective, which includes the following responsibilities:

  • Compliance and adherence to NRC policies, guidance and procedures
  • Technical and programmatic supervision of programme staff dedicated to implementing the project, including CCs and thematics (not M&E).
  • Responsible for effective management and implementation of the project in areas of operation.
  • Management and overall coordination for the associated grant, including project implementation (activities, budget, documentation) in line with proposals, strategies and donor requirements.
  • Responsible for coherent implementation to recipients of the project‘s assistance.
  • Implement technical direction and ensure high technical quality of the project.
  • Support the implementation of the advocacy strategy/plans associated with the job description.
  • Contribute to fundraising for future evolutions of the project(s) and revise funding proposal, budgets and donor reports, based on technical standards and donor priorities.
  • Develop and manage project budget (in cooperation with CC/thematic project staff) and coordinate across CCs.
  • Ensure capacity building of project staff and transfer key skills.
  • Responsible for requesting, coordinating and ensuring application/execution of technical management from CC technical managers (i.e., PMs and Specialists).
  • Provide regular progress reports to the Area Managers, HoPSU and HoP, promoting and sharing ideas for improvement and recommending necessary changes in activities.
  • Liaison and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums/cluster/working groups, specific to the project.
  • Through project oversight, the PM’s ultimate goal is to improve the enabling environment for refugees and migrants to work and actively participate in their communities including through advocacy on the right to work as well as access to economic opportunities and services.
  • Ensure compliance with contractual donor commitments and that key learnings of the project on integration are extracted and incorporated into program strategy and staff development.
  • Seek new and strengthen existing partnerships including with the private sector, development actors, government institutions and specialized agencies to advance economic inclusion of refugees based on market needs.
  • Promote the rights of displaced youth in collaboration with the Advocacy unit and programme competencies and in line with the project’s advocacy deliverables.
  • Representation of NRC advocacy priorities and Action Plans in coordination with HoP and advocacy.
  • Establish mechanisms and processes which facilitates integrated ways of working amongst individuals and teams related to the project.
  • Ensure appropriate and predictable context understanding and its incorporation across the project.
  • Ensuring in consultation with the M&E team and competencies Specialists that strong M&E work plans are in place (in accordance with M&E SOPs and RACIs) and are delivered for the project.
  • Support cross-cutting interventions including Safe & Inclusive Programming (SIP), gender, community-based approach and cash and market programming.
  • Ensure that projects target beneficiaries most in need of protection, explore and assess new and better ways to assist.

3. What We Are Looking For

  • Minimum 3 years of experience in a senior level project implementation position in a humanitarian/development/recovery context
  • Experience with the common objective of the project.
  • Experience with integrated programming and/or coordinating multiple sectors/teams
  • Experience from working in complex and volatile contexts
  • Report writing skills – including analysis, summarizing and copy-editing
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Demonstrable experience in technical areas of economic inclusion, social integration, livelihoods programming and/or advocacy, and market-based approaches.
  • Experience in managing multi country/multi-area projects and in a remote modality.
  • Experience in dealing with donor Foundations and private sector donors will be an asset.
  • Capacity to think beyond the specific CCs and address solutions in an integrated way.
  • Experience applying appropriate problem analysis tools, mechanisms and processes.
  • Skills to facilitate consistency and alignment across interventions contributing to improvements across the whole response at strategic and operational levels.
  • Experience using systems thinking to identify and address problems and barriers to integration.
  • Experience promoting the importance of project outcomes with team managers to ensure focus.
  • Experience in communicating strategic priorities and setting clear deliverables.
  • Knowledge of cash-based interventions and markets-based programmes.
  • Experience working with government, local authorities, humanitarian actors, host community and displaced populations (IDPs, Returnees and Refugees).

4. What We Offer
