Economic Inclusion Consultant

POSITION SUMMARY:

HIAS seeks an Economic Inclusion Consultant to support the coordination of HIAS’ regional Economic Inclusion initiatives for vulnerable forced migrants and Jewish Community members in Venezuela. This position will provide support to facilitate the implementation of economic inclusion activities, framed by HIAS’ economic inclusion strategy for the region. The consultant will further support efforts to engage private sector partners in the region, including within targeted Jewish communities, and support the implementation of capacity building programs for partners, staff, and program participants.

OBJECTIVES & DELIVERABLES:

• Supports the implementation of annual workplans developed by the Technical Advisor, Economic Inclusion & CVA Programming, LAC and Community Engagement Coordinator, LAC.
• Coordinates the VenEsek platform, which connects job seekers in Venezuela with employer participants, engaging partners, scaling up the platform, and linking participants with HIAS’ regional EI programming and technical resources.
• Establishes a crowdfunding strategy to support projects developed through VenEsek, and creates pathways to provide access to loans and financial services to project participants.
• Engages with the private sector to develop corporate social responsibility and shared value projects that promote the economic inclusion of refugees and migrants.
• Supports efforts to engage Jewish Community stakeholders and other EI beneficiaries.
• Provides technical guidance on labor inclusion (wage and self-employment), business incubation methodologies, and implementation of sustainable business plans with program participants, including through workshops and other training platforms.
• Reports the impact of the program and provide information about challenges and opportunities presented during program implementation.
• Monitor programmatic impact and follow up with program participants.

QUALIFICATIONS & REQUIREMENTS:

• Undergraduate degree in relevant field (Economics, Business Administration, International Business, Development) or related field required; related graduate degree preferred.
• Over 4 years of relevant work experience required, with experience focused on livelihoods programming with vulnerable populations required.
• Experience in a humanitarian assistance NGO preferred.
• Spanish fluency required; English fluency preferred.
• Knowledge of the refugee and migration context in Venezuela
• Experience with Jewish communities in Venezuela preferred.
• Excellent technical and communication skills.
• Highly organized and detail-oriented.

RESUMEN DE LA POSICIÓN:

HIAS busca un Oficial de Inclusión Económica que estará a cargo de coordinar las iniciativas regionales de Inclusión Económica de HIAS para poblaciones vulnerables y miembros de la Comunidad Judía en Venezuela. Esta posición brindará apoyo para facilitar la implementación de las actividades de inclusión económica, enmarcadas en la estrategia que HIAS en la región. El/la Oficial apoyará todos los esfuerzos para involucrar al sector privado en la región, incluyendo iniciativas de origen judío, y será responsable de implementar programas de desarrollo de capacidades para el público objetivo.

FUNCIONES ESENCIALES:

• Apoya la implementación de los planes de trabajo anuales desarrollados por la Asesora Técnica Regional de Inclusión Económica para LAC y la Coordinadora de Participación Comunitaria LAC.
• Coordina la plataforma VenEsek, que conecta a los solicitantes de empleo en Venezuela con potenciales empleadores, involucrando a los socios, ampliando la plataforma y vinculando a los participantes con los programas y recursos técnicos regionales de Inclusión Económica de HIAS.
• Establece una estrategia de crowdfunding para apoyar proyectos desarrollados a través de VenEsek, y crea vías para brindar acceso a préstamos y servicios financieros para los participantes del proyecto.
• Se involucra con el sector privado en LAC para desarrollar proyectos de responsabilidad social empresarial y valor compartido que promuevan la inclusión económica de refugiados y migrantes.
• Apoya los esfuerzos para involucrar a actores de la Comunidad Judía y otros beneficiarios de los programas de Inclusión Económica en coordinación con el Coordinador de participación comunitaria de LAC
• Brinda orientación técnica sobre inclusión laboral (empleo asalariado y autoempleo), metodologías de incubación de negocios e implementación de planes de negocios sostenibles con los participantes del programa, a través de talleres y otras plataformas de capacitación.
• Provee reportes sobre el impacto del programa y brinda información sobre los desafíos y oportunidades que se presentan durante la implementación del programa.
• Monitorea el impacto programático y da seguimiento a los participantes del programa.

CUALIFICACIONES Y REQUISITOS:

• Licenciatura en un campo relevante (Economía, Administración de Empresas, Negocios Internacionales, Desarrollo) o campo relacionado requerida; título de posgrado relacionado será una ventaja.
• Se requieren al menos 4 años de experiencia laboral relevante, con al menos dos enfocados en programas de medios de vida con poblaciones vulnerables, y se prefiere experiencia en una ONG de asistencia humanitaria.
• Conocimiento del contexto en Venezuela, con un enfoque de refugio y migración.
• De preferencia experiencia con comunidades judías en Venezuela.
• Excelentes habilidades técnicas y de comunicación.
• Alta capacidad de organización y atención al detalle.
