ROLE PURPOSE: 
Save the Children SC in partnership with Sesame Workshop implements two years ECCD project in Ninewa, Kirkuk, SAD, Baghdad, Anbar and Basrah. The holder of this position is responsible to technically support the effective implementation of the 3-8 Early Childhood Care and Development program with special focus on improving the foundational skills of the children, teachers effectiveness, supporting the implementation of ELM at home, measuring the impact of early learning intervention  through IDELA assessment, facilitate video sessions that promote social cohesion and mutual respect and understanding, lead on technical discussions and meetings with MoE and partners, ensures that core program components are effectively utilized based on the Detail Implementation Plan(DIP), supports periodic program monitoring and evaluation produces, shares and documents required program reports.
 
The ECCD Coordinator will ensure that project activities are consistent with Save the Children’s programming principles and approaches, draw on relevant best practices and lessons learned, enable children to attain their rights and are compliant with donor regulations.

KEY AREAS OF ACCOUNTABILITY: 
Program Implementation 

•    Ensure children have improved foundational skills based on SC Ready to Learn RtL common approached and the Emergent Literacy and Math manual focusing on Early Literacy, Early Math, Social and Emotional Learning and Physio motor development.
•    Incorporate Sesame concepts on social cohesion and mutual respect and understanding MRU into SC ELM and ECCD curriculum.
•    Facilitate video sessions to children, parents and teachers.
•     Conduct field monitoring visits to the 6 governorate to ensure program consistency per the standards.
•    Conduct ToT training on ELM and MRU to MoE federal to then cascade to the ECCD teachers in the 6 governorates.
•     Staff capacity development on the program’s approaches and expected results through active participation in staff training and orientation as well as full engagement in the program’s processes. 
•    Ensure the implementation of agreed plans at the field level to achieve quality results on time.
•    Work with MEAL team to collect and analysis data on early learning development through IDELA assessment.
•    Share reports and best practices with education cluster, partners, donors, DoEs and MoE
•    Set up selection criteria and SOPs to smoothly run the centres in coordination with the Education Manager and Education Technical Specialist.
•    Support the Education Manager and Education Specialist with project design.  
•    Identifies and engages key stakeholders and partners at different levels in the effective implementation of the 3-8  ECCD program in the impact area.
•    Provides technical support during program evaluation, baseline and end line assessment 
•    Actively engages in annual program review meetings, conferences, forums and advocacy contacts.
•    Support the adaptation, testing and implementation innovative approaches and strategies with in ECCD program.
•    Facilitate donor visits and experience and knowledge sharing arrangements to be held in the impact are at different times.
•    Maintain strong networks and collaborations with partners, MoE, DoEs and government offices for effective implementation of 3-8 ECCD program.
•    Compile and document success stories and case studies from the program he/she supports in coordination with media and communications team.
•    Work with Advocacy Manager to highlight gaps and prioritize issues for advocacy.
•    Facilitate joint activities with other actors, support community and youth initiatives and ensure inclusion and diversity in the learning centres 
•    Develops and shares periodic field reports, monthly, quarterly and annual reports as per the organization’s requirement.
•    Monitoring the role out of ELM session with parents and ensure learning is reflected at home and children acquire foundational skills.

•    Represent Save the Children in a professional manner.
•    Liaise with other stakeholders, including schools, local leaders, partners and participates in relevant meetings in the 6 locations.
•    Collaboration with other education officers to ensure synergies and consistency in our programming approaches.

Qualifications & Preferred Skills

 

QUALIFICATIONS and EXPERIENCE
•    Education background in Early Learning, Basic education or equivalent.
•    At least 3 years work experience in implementation of ECCD and ELM approach. 
•    Excellent Arabic and English language skills
•    Commitment to the mission and values of Save the Children.
•    Experience with community development, working with children and schools.
•    Very good communication and interpersonal skills. 
•    The ability to think critically and to recommend good solutions to problems. 
•    Advocacy and coordination skills;
•    Ability to conduct outreach at the community level;
•    Very good report writing skills.
•     Good computer skills (MS Office, including familiarity with internet).
•    Experience working with children and/or educators; MoE-level experience a plus
•    Experience in community mobilization and/or relationship building
•    Understand the importance of diversity and inclusion of children and adults from different minority groups, gender and Children with Disabilities CwD.
•    Meeting deadlines.
