Location

Preferably Jakarta/Bangkok, if already legally permitted to work in Indonesia and/or Thailand. Working remotely within Asia will be considered.

Employment Duration

  • Start date: As soon as possible
  • 2-year contract with possibility of renewal (subject to a satisfactory performance assessment during the three-month probation period)

Duties and Responsibilities

  1. Programme Management and Coordination

    1. Be responsible for the overall management of the EA-ASEAN portfolio comprising country- programme work (approximately 70%) and ASEAN advocacy (30%);
    2. Supervise a team composed of programme officer(s), associate(s), consultant(s), and fellows/interns, and ensure quality of Programme’s delivery;
    3. Lead regular Programme team meetings and implement decisions as agreed;
    4. Report regularly to the ED/ Senior Management Team (SMT) about any development vis-à-vis the Programme;
    5. Coordinate with other programmes on Programme-related and other organisational activities;
    6. Facilitate inter-member coordination vis-à-vis programme implementation at all levels;
    7. Maintain a cordial and strategic working relationship with intergovernmental bodies (i.e., ASEAN and United Nations) on behalf of FORUM-ASIA; and
    8. Maintain close contacts and engagement with relevant networks of civil society organisations, diplomatic missions, media, and other relevant stakeholders
  2. Programme Implementation

    1. Lead and coordinate the implementation of activities in a cost-effective way;
    2. Conduct, along with member-organisations advocacy work on fundamental freedoms within focus countries
    3. Conduct regional advocacy and campaigns on related thematic areas and ASEAN human rights mechanisms;
    4. Organise, facilitate, and participate in missions as necessary and planned; and
    5. Assist the SMT in developing and/or expanding and implementing other thematic issues relevant to the Programme.
  3. Monitoring, Evaluation and Reporting

    1. Lead and coordinate regular monitoring and evaluation of the programme’s plans and budgets;
    2. Develop periodic programme reports within a results-based monitoring and evaluation framework against the annual work plan and budget and as per donor requirements;
    3. Produce and coordinate the production of reports on missions under the programme; and
    4. Conduct performance management and evaluations of team members.
  4. Participation and Representation

    1. Participate in the Executive Committee meetings when required, and sub-regional forums organised by members; and
    2. Represent the Secretariat in other relevant meetings, forums, platforms, and processes both at regional and international levels.
  5. Other Tasks

Implement other relevant tasks and activities as assigned by the ED/SMT.
