Position Title: Durable Solutions Coordinator

Duty Station: Multiple Duty Stations

Classification: Professional Staff, Grade UG

Type of Appointment: Special short-term ungraded, three months with possibility of extension

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term, or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context:

For the past decade, the number of people who are internally displaced due to conflict, violence, disasters, and climate change has been climbing steadily. By the end of 2022, there were an estimated 71.1 million internally displaced persons (IDPs), with millions living in protracted displacement and dependent on humanitarian assistance.

In view of these issues, in 2019, the United Nations Secretary-General (SG) established a High-Level Panel on Internal Displacement (HLP-ID) to renew focus on the protection, assistance and long-term recovery needs of displaced populations. As a follow on, in June 2022, the UN Secretary General (SG) launched the Action Agenda on Internal Displacement, detailing 31 UN commitments to better prevent, address and promote solutions to internal displacement. The SG also appointed a time-bound Special Advisor on Solutions to Internal Displacement to drive changes in ways of working.

Fulfilling commitments under the SG’s Action Agenda and, in doing so, contributing to the collective effort to prevent and resolve internal displacement is among IOM’s top institutional priorities. Building upon lessons learned and leveraging its programming across the humanitarian, development, peace nexus, IOM is therefore in the process of consolidating and scaling-up its durable solutions programming, placing a strong emphasis on a) promoting community-defined, locally-led development solutions; b) strengthening policy, governance and planning; c) ensuring availability of quality data and analysis; d) expanding partnerships; and e) enhancing prevention, early action and “solutions from the start”.

Under the direct supervision of the Chief of Mission and in close coordination with relevant divisions of IOM Headquarters (HQ), the successful candidate will provide the IOM Country

Office (CO) with technical support to consolidate and expand its durable solutions programming, based on country/regional context and in line with IOM’s global “offer”. The geographic focus of the role will align with the pilot countries identified in the S.G. Action Agenda and others defined as a priority by IOM. They will support internal and interagency coordination of durable solutions efforts, to ensure that IOM is working coherently across the HDPN and to solidify partnerships. The position will work closely with country level programme staff and relevant teams within IOM HQ, including the Senior IDP Advisor; the Transition and Recovery Division (TRD); the Migration and Sustainable Development Division (MSD); the Migration, Environment, Climate Change and Resilience Division (MECR); the Preparedness and Response Division (PRD); and the Global Data Institute. Responsibilities will be carried out through short-term deployments to the relevant countries.

Core Functions / Responsibilities:

  1. Support IOM’s efforts to consolidate and scale up its contribution to durable solutions to internal displacement at the country level;
  2. Coordinate national and sub-national durable solutions strategies to guide and inform IOMCO support to durable solutions, based on country/regional context and in line with IOM’s global “offer”;
  3. Support internal coordination of durable solutions efforts and advise on ways to promote integrated programming across sectors and phases of response;
  4. Deliver training and technical assistance to strengthen durable solutions capacity within the IOM CO and orient CO colleagues to the Action Agenda and the IOM “offer”;
  5. Represent IOM in external coordination groups, including durable solutions working groups or alike at the national and sub-national levels, and/or advise the CoM on ways to ensure IOM’s participation and visibility in these fora;
  6. Assess and monitor the internal displacement context and map and analyze laws, policies, and implementing mechanisms to determine the extent to which these are inclusive of durable solutions and identify gaps;
  7. Deliver training and technical assistance to government partners, including technical assistance to draft solutions-specific or solutions-inclusive strategies, laws, policies, and plans;
  8. Lead and/or contribute to the implementation of IOM projects and activities to support the resolution of internal displacement;
  9. In coordination with relevant colleagues/units, support donor engagement and resource mobilization efforts;
  10. Undertake necessary duty travel;
  11. Perform any other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in International Development, Public Policy, Political Science, Social Sciences or other relevant fields, or a related field from an accredited academic institution with seven years of relevant professional experience; or;
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Progressively responsible experience in programme development and management, with demonstrated experience in the design and implementation of durable solutions programmes;
  • Experience in internal and interagency coordination to deliver results.

Skills

  • Ability to conceptualize and strategically analyze capacity, including articulation of both humanitarian and development dimensions of complex issues that require coordination within a UN response;
  • Demonstrated problem-solving skills and judgment in applying technical expertise to resolve a wide range of complex issues/problems;
  • Proven ability to create networks and build relationships in conflict-affected, dynamic settings with a wide range of stakeholders;
  • Speaks and writes clearly and effectively in English; tailors language, tone, style, and format to match audience; demonstrates openness in sharing information and keeping people informed;
  • Proven high-level representation skills- speaking/presenting at meetings and providing situational analysis;
  • Proven capacity to work effectively in small teams.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge in French and/or Arabic language is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
