Job Title: DRR/DRM Deputy National Project Manager

Country: Iraq

Location: Erbil, Kurdistan

Reports to: Project Manager (Hierarchical)

Period of assignment: 6 months (starting January 2022)

IRCS, FRC, SRC description:

The Iraqi Red Crescent Society (IRCS), French Red Cross (FRC) and Swedish Red Cross (SRC) endeavor to prevent and relieve all human suffering, with full impartiality and without discrimination, and support the most vulnerable, including victims of conflict and disasters. Its action encompassed Disaster Risk Reduction, water, sanitation, primary and secondary health care, hygiene and health promotion, psychosocial support, relief activities and livelihood in respect with the Red Cross and Red Crescent Movement values and principles and close collaboration among RCRC entities in-country.

Context:

Iraq is at risk of multiple disasters ranging from the natural hazards such as drought, sandstorm, heatwaves, floods, desertification and epidemics to… man-made ones. This susceptibility accompanied by the effect of wars and conflicts in the last four decades results in multiple hazardous effects such as contamination of the land by unexploded ordnance and cluster munitions. Wars and conflicts affected the functionality of the system to respond to disasters. This, combined with the effect of poverty and displacement, results in increase in the vulnerability of the people and further compromises the system leading to many challenges faced by the DRM key stakeholders.

The Iraqi Red Crescent Society (IRCS), French Red Cross (FRC) and Swedish Red Cross (SRC) are carrying out an ECHO project, in consortium, aiming to strengthening the resilience of vulnerable Iraqi population, by enhancing understanding of disaster risk and reinforcing disaster preparedness at community and governorate levels.

This Action focus on community-based disaster risk management (CBDRM) and disaster preparedness (DP), with special emphasis on Water, Sanitation and Hygiene (WASH) integration and Green Response. Cross-cutting issues such as protection, gender and diversity, community and engagement and accountability are also central in the programme to assure that preparedness and response activities are appropriate and uphold the dignity, access, participation and safety of the targeted men and women of different ages and backgrounds. This programme encompasses capacity development of the Iraqi Red Crescent Society (IRCS) in Disaster Risk Management (DRM) as well as of national authorities and local first-line response have limited capacity to respond to disasters. In light with the current COVID-19 outbreak, the Action also includes a dedicated response ���in the governorates of Sulaymaniyah, Babel, Wassit and Missan, three outputs are expected via the project:
��� Target communities have increased knowledge and awareness and are better prepared for multiple hazards
��� Enhance the existing coordination mechanisms between the IRCS and relevant DRM stakeholders
��� Target communities have increased knowledge and awareness on COVID-19 and are better prepared to face current outbreak

Purpose:

The DRR/DRM Deputy Project Manager is in charge of implementing the activities defined in the proposal and of achieving the objectives, with a specific attention on the quality of the DRR activities and coordination with government actors, humanitarian agencies and IRCS. The intervention focuses on community based DRR.

The Deputy Project Manager is ensuring coaching and supervision the operational team (IRCS volunteers and Staffs at branch level), as well as providing support to IRCS assessment and operational teams at branch level. He also ensures close collaboration with IRCS technical staff and SRC finance staff. The Project Manager is the direct line manager of the Program Support Officer dedicated to the project.

The position is under FRC management from the Project Manager.

NB: Extreme availability, flexibility and patience are expected for this position

Objective 1: Project Management

Activities:
��� To actively lead in the implementation of activities, following the donor and internal indicators and reviewing the objectives, in close collaboration with IRCS and SRC;
��� To inform the project manager and seek guidance from the DRR Project Manager and the national Project Manager on program implementation and potential readjustment to allow activities implemented through IRCS (in accordance with Sphere / cluster standards and the authorities��� expectations and constraints);
��� To support and monitor IRCS team during assessment, implementation and evaluation assignments;
��� To ensure that work is carried out in a timely and efficient manner, within the budget;
��� To ensure logistics follow-up together with the Program Support Officer
��� To prepare BoQs and procurement orders with detailed specifications to ensure project needs are met;
��� To organize field activities, with logistics department and the Program Support Officer, according to work locations and needs;
��� To ensure presence on the field and to supervise the ongoing work;
��� To ensure, if needed and recommended, and under the guidance of the Programme coordinator, an efficient and collaborative coordination with the IRCS Watsan Head of Department and the branches focal point in 4 Governorates as well as with SRC team involved in the project.

Objective 2: Monitoring, Reporting and Assessment

Activities:
��� To ensure effective and timely reporting of all activities (weekly and monthly reports, participation in the budget follow-up and external reports);
��� To conduct assessments and surveys as planned / needed in order to evaluate the needs and design implementation schemes according to the areas of intervention and in relation with the program coordination department and his/her line manager;
��� To monitor and evaluate the impact of DRR activities and adapt response accordingly.

Objective 3: Perform any other duties asked to support the work (in other areas of intervention, in other topics, in case of emergency, etc.)

The list above is not strictly definitive; an employee working within the framework of these tasks may carry out other tasks if asked to do so by his/her line manager. The Deputy project manager might be supported in his/her tasks by an additional Expatriate project manager (not confirmed yet).

French Red Cross is a humanitarian organization. Because of the particular nature of aid programs, the exact functions and responsibilities of the employee, as well as the working schedules can be subject to temporary modifications. Flexibility is expected on behalf of every employee.This job description can be subject to modifications following the evolution of FRC activities. These modifications will be defined and discussed between the employees and French Red Cross.

��� Willingness to travel frequently to all 4 governorates (Sulaymaniyah, Babel, Wassit and Missan)

Experience:
��� Minimum 2 year of similar WASH, DRR experience and project management
��� Experience in participatory Community Based assessment, and disaster preparedness and response is needed
��� Experience in coordinating with authorities is needed
��� Good technical knowledge about Disaster Risk Management
��� A good knowledge of community engagement is essential to this position
��� Experience in response to an emergency situation is a plus
��� Experience in project cycle management and team management
��� Experience in monitoring and evaluation
��� Experience or knowledge of the Red Cross movement is an asset
��� Previous experience in managing ECHO grant is an asset

Languages:
��� Fluent Arabic is mandatory to maintain a good collaboration and dialogue with IRCS volunteers
��� Very good English knowledge is mandatory
��� Knowledge of Kurdish is an asset
