The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects on appeals of their sister organisations within the Movement.

German Red Cross is currently looking for a DRR & Anticipatory Action Advisor (m/f/d) for Africa Region. GRC is supporting National Red Cross and Red Crescent Societies in several African countries in implementing community based DRR and Anticipatory Action (AA) / Forecast-based financing (FbF) projects. The advisor will support the technical and operational implementation of DRR and AA projects in Somalia, Madagascar, Sudan, Mozambique, South Sudan and Ethiopia in close collaboration with the respective National Red Cross Red Crescent Societies, project teams and GRC HQ. The advisor will furthermore contribute to regional knowledge exchange and coordination with regards to DRR &AA. The position is designed as a GRC delegate based within the German Red Cross office in Addis Ababa, Ethiopia.

Duration: 12 months (with possibility of extension), starting 01.01.2023
Location: Addis Abeba, Ethiopia

Main duties & responsibilities:

  • Provide hands-on technical and operational support and guidance to National Societies and GRC project teams in Somalia, Madagascar, Sudan, Mozambique, South Sudan, Uganda and Ethiopia in setting up and implementing DRR & AA projects or project components in coordination with the advisors at GRC HQ, GRC Africa Unit and the respective GRC country offices
  • Frequent extended travels to countries in the Africa region, to carry out assignments such as developing new DRR/Anticipation projects, implementing feasibility studies, support drafting Early Action Protocols and reviewing existing DRR/Anticipation initiatives
  • Develop DRR & Anticipation projects, carry out feasibility studies, support in drafting Early Action Protocols and reviewing existing DRR & Anticipation initiatives
  • Plan and facilitate trainings, workshops and capacity building initiatives, carry out evaluations and reviews after activations and/or support technical programme quality measures
  • Provide guidance on integrating and linking DRR, readiness/preparedness and anticipatory action in GRC country programming
  • Secure learning and knowledge management and support regional dissemination of best practices, including contributing to policy documents and developing case studies from country to regional to global level.
  • Contribute to and engage in regional peer-to-peer knowledge exchange and regional thematic coordination with regards to DRR/AA with regional RC/RC partners including IFRC and ICRC counterparts and national Red Cross Red Crescent societies
  • Participate in and contribute to global DRR /AA fora and exchanges, showcasing experience and learning from Africa region countries
  • Promote and adapt thematic tools and methodologies where appropriate and contribute to institutional learning and GRC’s Africa regional and thematic strategies on DRR &AA
  • Promote and adapt models of community based, inclusive and empowering project design and implementation

Required Competencies & Skills:

  • University degree in Disaster Management/DRR, International Development or similar field
  • At least 3 years working experience related to DRM /DRR, institutional preparedness capacity strengthening initiatives and/or AA /FbF
  • Experience in community-based resilience building, disaster preparedness and/or disaster response
  • Knowledge and experience with FbF/AA or Early Warning Early Action (EWEA) is a strong asset; Experience in working with local/national partners (preferably within the RCRC movement)
  • Experience with working and networking with multiple stakeholders, including aid agencies, government authorities, NGOs, and the private sector
  • Ability to work independently and as a team member effectively in multi-cultural environment
  • Willingness to regularly travel within the region
  • Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles
  • Oral and written fluency in English, (French and German language are of advantage)
  • Ability to complete a thorough medical screening process ‘working abroad under specific climate and health conditions’
  • Valid Driving Licence

What we offer you:

You will be part of a highly motivated professional and multicultural team. We offer you a compensation package according to the collective employment agreement of the GRC, an expatriation allowance during your mission as well as the personal allowance to cover your accommodation. In addition to a full insurance package GRC is covering a home flight within a 12-months period of assignment. You will benefit from a comprehensive training package and receive briefings and coaching prior as well as during and after your mission. Medical check-ups and Psychosocial Support Service are included in your assignment.
