Driver

Organizational Setting and Work Relationships

The Driver in the UNHCR Office is normally supervised directly by the Administrative Officer/Associate/Assistant or another staff member when the scale of the Operation so require it. Besides driving, the incumbent is responsible for up keep and maintenance of the assigned UNHCR vehicle(s) as per technical guidance and specifications established by the Organisation. S/he is required to follow strict instructions and security guidance provided by the supervisor. While the basic function of a driver is to drive the official vehicles of UNHCR, s/he may be called upon to perform minor maintenance and repair of UNHCR vehicles.

The Driver has regular contacts with staff within the UNHCR Office and with others (including Partners, government authorities, etc.) outside UNHCR involving a limited exchange of information.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity.

Duties

  • Drive UNHCR vehicles for the transport of authorized passengers, deliver, and collect documents and other items.
  • Meet official personnel at airports or other locations and facilitate immigration and customs formalities as required.
  • Perform day-to-day maintenance of the assigned vehicles; check oil, water, battery, brakes, tires, etc. and ensure that the assigned UNHCR vehicles are road or waterway worthy and maintained up to the established security standards.
  • Perform minor repairs, arrange for other repairs, and ensure that the vehicle is kept clean.
  • Ensure that the steps required by rules and regulations, or other local procedures, are taken in case of involvement in an accident.
  • Log official trips, daily mileage, gas consumption, oil changes, greasing, etc.
  • Ensure that instructions and security guidance provided by the supervisor and security focal point are strictly followed.
  • Ensures valid documentation for passengers, items or cargo in vehicle.
  • Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
  • Perform other related duties as required.

  • A valid driver’s license.
  • Knowledge of fleet management and reporting skills is essential.

  • Experience in IT or Radio communication.
  • The incumbent should possess very good drafting skills in English with excellent client orientation and communications skills and having knowledge of the local language (Afari) is considered as an additional advantage.

Nature of Position:

The Driver in the UNHCR Office is normally supervised directly by the Administrative Officer/Associate/Assistant or another staff member when the scale of the operation requires it.

The UNHCR Field Office Samara consists of two Field Units UNHCR Field Unit Aysaita, and UNHCR Field Unit Barahle. The refugee camp of Barahle counts as of September 2023 23,198 refugees. While the Aysaita refugee camp counts 26,396 refugees as of September 2023. Aysaita is 70km far from Samara, and Barahle is about 480km far from Samara.

Since July 2021, UNHCR has scaled up its interventions in Afar Region following the conflict in Tigray Region and subsequent internal displacements. With its partners, UNHCR is responding to the emergency caused by internal displacement by distributing core relief items, emergency shelter kits; enhanced its protection activities and actively participates to the coordination of the response together with the UN Sister Agencies, (I)NGOs as to support the regional authorities of Afar to respond to the multiple and urgent needs. As of January 2022, the estimated displacement in Afar Region, according to governmental sources, counted 413,000 IDPs. However, with the engagement of all humanitarian actors, including the government party, DRM, and UNHCR, most of the IDPs were returned to their place of origin as of the beginning of 2023.

UNHCR is therefore increasing its staffing resources to respond to the additional needs, including the provision of relief assistance, protection, and coordination.

Besides driving, the incumbent is responsible for keeping up and maintenance of the assigned UNHCR vehicle(s) as per technical guidance and specifications established by the Organization. S/he is required to follow strict instructions and security guidance provided by the supervisor. The successful candidate will need to adapt to the region’s specific challenges and work closely with the UNHCR team to achieve its objectives.

Under the overall supervision of an Administrative Officer/Associate, the driver daily performs the maintenance of the allocated vehicle, checking oil, water, battery, brakes, tires, etc., and ensuring that the assigned UNHCR vehicles are road or waterway-worthy and maintained up to the established security standards. He/She must daily fill the logbook for official trips, daily mileage, gas consumption, oil changes, greasing, etc. In addition, the driver must ensure that instructions and security guidance provided by the supervisor and security focal point are strictly followed. The Driver has regular contact with staff within the UNHCR Office and with others (including Partners, government authorities, etc.) outside UNHCR involving a limited exchange of information.

Living and Working Conditions:

The UNHCR Field Unit Berhale at the Berhale Woreda is about 480km far from Samara. Staff member should be prepared to operate under challenging conditions with limited resources in the Berhale Field Unit positioned inside Berhale Refugee Camp.

The Field Unit deals primarily with several local camp environments with inherent risks to staff safety and health. Regardless of information campaigns, there are realistically few, or no COVID-19 protocols adhered to by the camp(s) population. Staff wear masks but will often work within large groups of refugees who do not. There is a government-run Health post within the Berhale woreda with extremely limited resources. The nearest hospital, run by the government, is located 140 km away in Mekele with limited supplies that can only be reached with a travel time of 2 hrs.30 minutes. It is recommended that staff with prescriptions should come with at least 3 months of prescription medication. There are, however, daily 1hrs 30 minutes duration flight from Mekele to the capital city, Addis Ababa, which could facilitate the replenishment of medical and other supplies. The region experiences extreme heat, especially from May to September. Consequently, the region is open for business from 7:00 am until 6:00 pm with most commercial and government entities closing between 12:00 noon to 03:00 pm.

The Field unit has a UNHCR-operated Guest house within the town but is not operational due to the damages incurred during the conflict period. UNHCR is working on making it operational. Staff may have to rent in nearby hotels or subject to availability, seek accommodation in the individual houses available in the town until the Guest house is made operational.

Banking services are currently operational at limited capacity with a very weak and intermittent internet connection that obstructs the ATM, Visa, and Mastercard services usage. The only dependency is on the fragile banking network in the town.

It is advised in some hotel facilities to exercise caution with regard abiding to Islamic rules and customs. Seek guidance and orientation from your Admin officer upon arrival.
