The Colombia programme is seeking a candidate to fill a newly created position of Donor & Partnerships Officer to join the programme’s support team. The primary responsibility will be to lead the management of current donor contracts and develop new and innovative relationships with potential donors, including with the private sector for funding through Corporate Social Responsibility (CSR). The Donor & Partnerships Officer will be responsible for the oversight and development of project proposals and reporting. As the programme moves towards furthering Goal 3 initiatives, the Donor & Partnerships Officer will be tasked with identifying and establishing partnerships with local governmental and non-governmental organisations to maximise HALO’s impact for our beneficiaries in a post-clearance environment.

Job Responsibilities

Working to the Deputy Programme Manager, the Donor & Partnerships Officer will fulfil the following functions:

Donor Management

  • Manage the existing portfolio of donor contracts, including the reporting schedule
  • Produce high quality project proposals, concept notes and donor reports as required by the programme (English)
  • Monitor the implementation of donor projects and support the operations department in ensuring that donor targets are met (donor tracking)
  • Actively seek out funding opportunities from the traditional donor base through monitoring of announcements, NOFOs and CFPs, both locally and internationally
  • Research and identify non-traditional funding opportunities, such as CSR and private funding

Partnerships Development

  • Conduct needs analysis in communities where HALO is working to understand the community needs in terms of rural development and support from other government and non-governmental organisations.
  • Identify partnership opportunities to maximise impact to our beneficiaries including post-clearance development, environmental conservation (greening) etc.
  • Further the programme’s Goal 3 Objectives through the development of partnerships
  • Support the programme with establishing a network with other NGOs and stakeholders in Bogota through regular briefings and attendance of coordination meetings

General

  • Lead the programme support team and mentor the Junior Programme Officer (JPO)
  • Provide support to the information management and monitoring & evaluation teams to ensure accurate data for internal and external dissemination
  • Assist the JPO in impact monitoring and data analysis
  • Training and development of staff to enhance skills and capabilities to support programme requirements, and career progression
  • Any other duties as required

Essential Qualities / Experience / Qualifications

  • Two years of experience in a support role on HALO programmes or in HQ
  • Strong written work as well as other MS Office capacities (Excel, Publisher etc.)
  • Leadership and initiative to drive the department forward

Desirable Qualities / Experience / Qualifications

  • Spanish proficiency (any level)
  • Knowledge of IM systems and Data collection (GOIMS & Survey123)
