Context:

Under the overall guidance and supervision of the National Project Officer, the Documenter will be responsible for producing a Summary Report of the Local MGI Consultation.

The Migration Governance Indicators (MGI) is a set of baseline tool that helps countries assess their national migration governance structure. Under the third of the four pillars of the MGI process, IOM will conduct a consultation with the government to validate the MGI draft country profile and to facilitate a dialogue on the next steps in strengthening its migration governance.

The Local MGI Consultation will be on 1st September 2022, 8:30 AM – 3:30 PM, at The Oriental Hotel, Legazpi City. The Consultation will have twenty-five (25) participants who will be coming from the local government unit and provincial department representatives from Albay.

Core Functions / Responsibilities:

Document the discussions and inputs of national and local government agencies during the sessions of the Local MGI Consultation. The main output is a Summary Report of the Consultation, which should include, but not limited to:

  1. Summary of attendance, opening and closing remarks, and presentations
  2. Questions, comments, reactions, and recommendations by the participants to the MGI draft country profile
  3. Summary of Breakout Group Discussions and Plenary Sharing (2 groups, 2 sessions) on the six (6) MGI dimensions
  4. Notes on participants’ inputs on Action Planning and possible post-consultation MGI events

The Summary Report must be supported with photo documentation and recording of the group discussions. The Documenter must be able to provide their own equipment for photography and audio recording.

The Summary Report must be submitted to IOM within five (5) working days after the Consultation. Upon submission, IOM will assess the Summary Report and may request additional outputs or revisions.

Required Qualifications and Experience

Education

  • Graduate of any management or social science courses

Experience

  • Proven experience in documenting Consultations, preferably UN and/or government meetings or consultations
  • Experience in writing technical reports or summaries

Skills

  • Working knowledge of Philippine government agencies and structure
  • Photo documentation and video/audio recording
  • Consciousness on data privacy and sensitivity of government consultations

Languages

  • Fluency in English and Filipino (oral and written).
  • Working knowledge of Bicolano is an advantage.

Appointment will be subject to certification that the candidate is medically fit for appointment.

The position involves onsite and/or offsite work (or a combination of both). The working modality will be further discussed prior on-boarding if candidate is available to work on-site and/or offsite.

Note: This is an hourly and on-call contract with no minimum number of hours. Payment of hourly fees will be based on the completed working hours that is approved through an Hourly Time Record (HTR) by the supervisor. Payment processing is performed monthly.
