THE ROLE: District Health Coordinator

Momentum Country Global Leadership (MCGL) project is a five-year global project funded by the USAID to provide targeted MNCH/FP/RH technical and capacity development assistance (TCDA) to countries to facilitate countries’ journeys to self-reliance. MCGL also aims to contribute to global technical leadership and learning, and USAID’s policy dialogue for achievement of global MNCH/FP/RH goals through support to globally endorsed MNCH/FP/RH initiatives, strategies, frameworks, guidelines, and action plans. In Sierra Leone, the project will begin as a six-month COVID-19 rapid response effort led by Save the Children.

This position will support the government efforts in healthcare system strengthening especially with a focus on RMNCH services at the district level. S/he will represent the project at district level forums, meetings and consultations on policy and technical issues related to the project’s objectives. S/he will work closely with both the technical and programmatic teams based in the field office and country office. S/he will ensure the regular monitoring of indicators and coordinate with relevant stakeholders at the district and national level.

QUALIFICATION

  • Qualified health professional with strong background in RMNCH. Applicants with clinical qualification, nurses, midwives are an advantage.
  • Experience in program management with least 3 years in managing public health projects/programs; leading and managing RMNCH projects and programs will be given priority
  • Minimum 1-year experience in management of RMNCH services
  • Strong skills in building a team, training, facilitation coaching, and on the job mentoring.
  • Experience in supervision, training and mentoring.
  • Involvement in recent current or past outbreak preparedness and response efforts
  • Strong computer skills (i.e. Word Excel, Outlook).
  • Patient, adaptable, flexible, able to improvise and remain responsive and communicate clearly and effectively under pressure
  • Excellent planning, management and coordination skills, with the ability to organize a demanding workload comprised of diverse and challenging tasks and responsibilities
  • Strong oral and written skills. Proficiency in writing technical and programmatic reports that document program directions and results
  • Strong interpersonal skills with managing multicultural teams.

EXPERIENCE AND SKILLS

  • Ensure timely planning, implementation, regular monitoring, evaluation and documentation/reporting of the project outlined by the donor

  • Manage day-to-day operations and oversee project activities-ensuring efficient coordination among various teams and with government agencies

  • Liaise with government officials at the District Health Management Team and health care facilities to ensure functional coordination & collaboration with stakeholders to create enabling environment

  • Coordinate closely with other (internal and external) projects and teams in the district so as integrate and address the issues of RMNCH

  • Represent the MCGL project at district-level meetings

  • In collaboration with the MEAL team, support the project team to develop necessary tools for surveys, operational research and regular monitoring.

  • Support the capacity building of Health Facility Operation and Management Committees for quality improvement in MNCH services in the targeted health facilities.

  • Line management of the project team in the district ensuring performance management processes are followed and adherence to all Save the Children and donor policies and requirements.

  • Provide technical support for the quality planning, implementation and monitoring of maternal, new born and child health program with government counter part

  • Plan, conduct, follow-up and monitor maternal, new born and child health related training program and onsite review and coaching in the district.

  • Prepare reports and documents as per need by the donor and Save the Children
