Background

The Swedish Red Cross (SRC) will support the Mozambique Red Cross / Cruz Vermelha de Mocambique (CVM) in implementing a comprehensive resilience strengthening project in Mozambique. SRC and CVM have developed a four-year bilateral project called Project for Resilience and Enhanced Preparedness and Action (PREPA). The overall objective is to strengthen community resilience through developing improved livelihood opportunities, reduction of disaster risk as well as adaptation to climate change and climate/environmental-related health challenges in selected communities.

Your role in the organisation

The role of the Project Delegate will be to support CVM in implementing the project activities in a sustainable manner, aimed at strengthening the organizational capacity in DRR/CCA of the CVM and contribute to more resilient communities across Mozambique. Additionally, to give guidance and identify support in livelihoods and Nature based Solutions (NbS).

The delegate will also support CVM to ensure that activities carried out in targeted communities are of high quality, gender-, diversity- and conflict sensitive, and use a participatory approach in line with the Red Cross/Red Crescent Community Engagement and Accountability approach.

The project delegate reports to the country representative and has a technical reporting line to the DRR Advisor in Stockholm.

Key duties and responsibilities

Programme quality, technical support and capacity building

  • Support CVM in planning, assessments, implementation, monitoring, evaluations and reporting of the SRC supported project, including financial and narrative reporting;
  • Support monitoring technical aspects of the project to ensure quality and timely implementation, including reviews and evaluations
  • Support CVM to utilize tools to ensure that DRR/CCA/resilience activities are monitored against measurable and appropriate indicators;
  • Provide on-the-job coaching and training to CVM for both the programme and support functions (logistics, admin and finance), as well as anticipating and proposing to the SRC Country Representative technical supports needed from SRC HQ;
  • Support CVM in the development and/or adaptation of tools and material to be used in the implementation of DRR/CCA/Livelihood and NbS activities, as required and agreed with CVM;
  • Lead the development of the crises modifier.
  • Ensure that cross-cutting thematic e.g., CEA, PGI, etc. are incorporated into the SRC programme and collaborate with RCRC partners to share the SRC approach.
  • Support CVM to document and communicate the impact of the project as well as lessons learned both within CVM and to other RCRC partners.

Partnerships

  • Support the CVM towards a stronger integrated approach of the SRC programme with the RCRC Movement partners;
  • Propose specific technical supports to the CVM in line with the SRC available technical and financial resources;
  • Identify, in coordination with the SRC Country Representative, further areas where the SRC could provide added value to community driven DRR/CCA;
  • Coordinate and collaborate with RCRC Movement partners; to support capacity analysis, capacity building and organisational development.

Your profile

You have a strong awareness and understanding of cultural and gender differences, and able to work constructively in culturally diverse environments and an ability to positively interact with all levels of society.

To be successful in the role you must be flexible and adaptative to change, able to handle high workloads and stressful circumstances. Able to live and work under demanding physical and stressful conditions in remote locations and ready to travel in various parts of the country during periods of time.

Required qualifications

  • Relevant academic background e.g., Disaster Risk Reduction, Environmental Management, Climate Risk Management;
  • Experience in project management, including planning, monitoring, evaluation, and reporting
  • Experience in financial management, including budget and financial monitoring
  • Experience in procurement and fleet management
  • Field experience working in resource scarce settings, preferable from Southern Africa.
  • Field experience working in complex operating environments with security risks, preferably from the Africa region.
  • Proficient knowledge of written and spoken English
  • Relevant security training and experience from working in contexts with moderate or high security risks, including ability to assess risks, security protocol management, etc.

Desired qualifications:

  • Experience in capacity building, including training and mentoring staff and/or volunteers
  • Experience working in the RCRC Movement
  • Proficient knowledge of written and spoken Portuguese and/or Spanish
  • Experience in one or several of the following fields; protection, gender and inclusion, community engagement and accountability, disaster risk reduction, volunteer management, resource mobilization, financial sustainability

Other requirements:

  • In line with the principle of neutrality SRC does not assign delegates to a country of which they are nationals. Please state your nationality in your application.
  • Candidates must be in good health and are required to pass a medical check-up prior to departure to the duty station
  • Candidates must hold a manual driving license and have experience in driving manual transmission vehicles
