The Red Cross / Red Crescent Movement provides vulnerable people with assistance and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects on appeals of their sister organisations within the Movement.

Disaster Risk Management Delegate (m/f/d), Morocco

GRC is seeking a Disaster Risk Management (DRM) Delegate (m/f/d) to be based in Marrakesh, Morocco. Together with the Moroccan Red Crescent Society (MRCS), GRC successfully implements programmes since 2012. The support to MRCS has been scaled-up after the devastating earthquake on September 8th, 2023. The relief and recovery operation in response to the earthquake is currently being implemented with funding from the German Federal Foreign Office (GFFO), GRC own funds and third-party funding. While the current activities address emergency needs of the affected population, the recovery phase will focus on DRR, health and WASH. Additionally, this programme is complemented with capacity strengthening measures for MRCS.

The DRM Delegate will support MRCS in the development and follow-up of technical approaches on Community Resilience and Disaster Risk Reduction (DRR), and guide the planning, implementation, and monitoring of Disaster Risk Management (DRM) activities. The delegate will also provide technical assistance on community-based approaches related to health.

Based in Marrakesh, the DRM Delegate is supported by an experienced international team of delegates and local staff under the line management of the Head of Office. The duty station is greenlighted for accompanied posting.

Starting date: asap, preferably 01.02.2024

Duration: 12 months with possible extension

Location: Marrakesh, with frequent travel to other regions of Morocco

Main duties & responsibilities:

  • In close collaboration with MRCS, provide technical guidance and support in the development, application, and follow-up of Community Resilience and DRR activities and strategies, with a special focus on Community- and School-based Disaster Risk Reduction (CBDRR, SBDRR).
  • Design and facilitate technical capacity building activities for staff and volunteers on CBDRR, SBDRR and other relevant community resilience topics, such as Community-Based Health and First Aid (CBHFA).
  • Establish and enhance coordination mechanisms on DRR and Community Resilience activities, both within the RC/RC Movement, and with relevant external stakeholders.
  • Support MRCS in updating of and following up on the Preparedness for Effective Response (PER) assessment, prioritization, and plan of action.
  • Support MRCS in the planning, implementation, and monitoring of institutional preparedness activities, for example with regards to the Contingency Plans and DRM-related Standard Operating Procedures (SOPs), DRM capacity building activities for MRCS staff and volunteers, and stock prepositioning.
  • Support the GRC team in the coordination and follow-up of the transition from relief operations to longer-term programmatic approaches to recovery and resilience-building.

Required Competencies & Skills:

  • University degree or advanced degree in a relevant field.
  • At least three years of experience in designing and implementing Community Resilience and community-based programs.
  • Excellent knowledge of DRR and proven technical experience on CBDRR and CBHFA activities
  • Strong expertise in design and facilitation of capacity building activities for staff and volunteers.
  • Proven experience working with national and/or local partner organizations; previous experience in working with the Red Cross / Red Crescent will be considered a strong asset.
  • Excellent communication skills, the ability to build relationships at all levels, considering cultural and language differences.
  • Proven experience in program management including planning, activity tracking, monitoring, evaluation, and reporting, including management of donor-funded projects (preferably GFFO, BMZ, ECHO).
  • Experience working in the MENA region will be considered a strong asset.
  • Ability to work independently as well as within a team with high level of cultural sensitivity, underpinned by substantial work experience in foreign contexts.
  • Flexibility and adaptation to change, proven ability to work and live in a dynamic and challenging environment.
  • Oral and written fluency in English and French is a requirement. Knowledge of Arabic or German is an asset.
  • Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles.
  • Ability to complete a thorough medical screening process ‘working abroad under specific climate and health conditions’.
  • Valid Driving Licence.

We offer you a compensation package according to the collective employment agreement of the GRC, an expatriation allowance during your mission as well as an allowance to cover your accommodation. In addition to a full insurance package GRC is covering a home flight within a 12-months period of assignment. Medical check-ups and Psychosocial Support Service are included in your assignment.
