Job Purpose

The Disaster Law Adviser South East Asia will provide high quality technical advice on disaster law issues in the South East Asia subregion, and support on relevant engagement and advocacy initiatives with relevant sub regional organisations.

The position will also work with relevant IFRC teams to ensure National Societies auxiliary role is well utilized and understood, as well as promote National Societies as a partner of choice in relevant national law and policy making processes. The person will be expected to work with the relevant technical teams from IFRC to strategize and monitor on approaches, messaging and profiling in this area.

The key areas of programming and support are summarised as below:

  • Support National Societies to strengthen their auxiliary role and enhance their capacity to undertake legislative advocacy
  • Influence and support implementation of national laws and policies that reduce human vulnerability to disasters, climate change and other emergencies and improve humanitarian assistance, through expert technical advice.
  • Strengthen partnerships with sub regional organisations and academic fora and key partners on legislative advocacy in South East Asia
  • Produce high quality research that informs IFRC legislative advocacy

Job Duties and Responsibilities

Key activities and outputs of the Southeast Disaster Law Adviser

  1. Oversee and implement the relevant disaster law /auxiliary role/legislative advocacy components of the IFRC Plan and Budget 2021 – 2025 and the Global Disaster Law Strategy in South East Asia, in coordination with the Asia Pacific Disaster Law Coordinator and other relevant teams.
  2. Provide quality technical advice on disaster law areas, including auxiliary role and Red Cross Red Crescent Legal base, and other key legislative advocacy issues to National Societies, governments and other key partners in South East Asia.
  3. Support and advice on humanitarian access issues and government engagement opportunities for National Societies and wider IFRC Network in Southeast Asia, including promotion and advocacy of the Model Pre-Disaster Agreement
  4. Design and deliver capacity enhancement initiatives on disaster law, auxiliary role and legislative advocacy in South East Asia
  5. Design and oversee relevant research projects to support evidenced based advocacy and communications in South East Asia
  6. Support technical legal drafting for relevant disaster law provisions and other key sectorial areas as necessary in South East Asia
  7. Support with disaster law and wider IFRC advocacy strategy and engagement with relevant sub regional organizations
  8. Support with reporting and communications relevant for disaster law initiatives in South East Asia and coordinate with the wider regional IFRC Disaster law team on regional plans and initiatives.

Job Requirements

Education

  • Degree in Law, Public Policy, Diplomacy or relevant field (required)
  • Degree/or advanced training in disaster risk management (preferred)

Experience

  • 15 + years of experience with 10+ years of working in the area of expertise (required)
  • Experience working with the Government and law, policy or parliamentary processes (required)
  • Demonstrated experience in the international humanitarian and/or development sector (required)
  • Proven experience in advocacy and influence efforts with decision makers (required)
  • Demonstrated research, writing and reporting experience in English (sample to be provided) (required)
  • Experience in the development of legislation and / or associated regulations (required)
  • Experience with networking and communication with different stakeholders such as government, Red Cross/Red Crescent, UN, NGOs and other organizations (required)

Knowledge, Skills and Language

  • Good knowledge, understanding of government and parliamentary processes (required)
  • Good knowledge of Disaster Law concepts (required)
  • Good knowledge and understanding of international humanitarian system (preferred)
  • Excellent representation and diplomatic skills (required)
  • Good computer skills including knowledge of Microsoft Office applications (required)
  • Fluent spoken and written English (required)
  • Good command of a South East Asia regional language (preferred)
