JOB CONTEXT:

Humanity & Inclusion has been implementing development and humanitarian interventions in Ethiopia since 1986. Since April 2018, the Somalia program is part of the Ethiopia-Somalia program (EthioSom). The HI EthioSom program is currently implementing 15 projects in various sectors of interventions, including Inclusive Humanitarian Action, Mental Health and Psychosocial Support, Protection, Physical and Functional Rehabilitation, Livelihood, Education and Emergency Shelter and NFI provisions.

With an average yearly budget of 4.5 million EUR (and increasing), the program is expanding based on its 3-years operational strategy and switching from chronic crisis responses to more emergency responses, in order to meet the needs of the most vulnerable and especially people with specific needs.

To carry out of this project, HI ETHIOSOM is looking for Disability Inclusion Specialist, Food Security for 12 months on Hargeissa, Somaliland with Frequent travel and support to Ethiopia program.

YOUR MISSION:

As Disability Inclusion Specialist you will work under the direct supervision of the Project Manager. Your primary responsibility is to carry out the institutional competencies in the assigned area (Disability Inclusion in a Food Security/nutrition intervention). You are responsible for ensuring the inclusive and participatory approach of the project implemented. You are in charge of the technical quality and practicality and works in close collaboration with the HI Ethiopia’s technical specialists as well as HI’s Global Technical Specialists from HQ. Your ensure the development of the technical skills of the JEOP (Joint Emergency Operation Program’s) and WFP (World Food Programme) teams and mobilizes the necessary resources and the technical quality in your field of competence.

In this framework, you main duties are:

  • Full assessment, assessment brief report with recommendation per partner including KAP assessment, FD accessibility audit report with recommendation per partner.
  • Consolidate the global action plan of the consultancy, the disability inclusion evaluation framework, and other related methodologies
  • Create disability inclusion taskforce with senior representatives of each implementing partner and CRS and WFP, representatives of the national umbrella of OPDs and Ethiopia Center for Disability and Development, at Addis level.
  • JEOP and WFP tools reviewed to be more inclusive and staff capacities and confidence enhanced.
  • Support Food Distribution Point accessibility assessments, including training material development for “FDP local resource” teams, and evaluation of the food basket items
  • Organize and facilitate training sessions of CRS and WFP staff and partners on how to implement an Inclusion assessment, for sustainability and replication if needed
  • Results and satisfaction report to CRS and WFP, with first proposition for the next similar technical support road map
  • Preparation and organization of short lessons-learned and good practice documents through questionnaires, interviews and 1 FGD for each partner
  • Facilitate good practices & lessons-learned sessions to share lessons-learned, good practice and facilitate mutual learning, including one results and lessons learnt for replication workshop

YOUR PROFILE:

  • You hold at least a Master degree in disciplines related to disability studies, occupational therapy, food security, social sciences or development/humanitarian action
  • You have Minimum 4 years’ experience working in disability inclusive humanitarian action, ideally in food security programs in challenging humanitarian environment.
  • You have strong strategic and analytical skills related to disability inclusion or transferrable skills such as from gender inclusion or protection mainstreaming in humanitarian action or development contexts, from a rights based perspective
  • You have good written and oral institutional communication in English (Knowledge of Amharic an asset)
  • You have strong interpersonal and intercultural skills

CHARACTERISTICS OF THE POSITION:

The specialist’s mission is based in Hargeisa with remote support to the Ethiopia team and frequent (every two months) trip to Addis Ababa, in close contact with the JEOP project actors in Addis and in the field. The Ethiopian context is currently marked by the conflict between Tigrayan forces and federal government forces, which is still ongoing in Tigray Region. The Tigray region is currently very inaccessible for security, administrative, and logistical reasons and may present difficulties in the implementation of this project.

The second area of intervention with potential difficulties is the Benishengul-Gumuz area, where security conditions can change rapidly and must be taken into account.

The rest of the country is accessible and does not present major access difficulties.

Ethiopia is currently experiencing severe drought in the south and east, exacerbating food insecurity, which is already rampant due to the ongoing conflict.

  • 24 months International contract starting from 1st, february 2023 with 12 months of affectation in Somaliland.

  • Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 272.53€/month ; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount
  • Medical coverage with 50% of employee contribution
  • Repatriation insurance paid by HI
  • Salary from 2 760 € gross/month upon experience
  • Perdiem: 650,53 € net/month – paid in the field
  • Hardship: 500 € net/month paid with your salary
  • Paid leaves: 25 days per year;
  • R&R: 5 days every 6 weeks
  • Position:
  • Unaccompanied: Payment for travel costs (air ticket & visa) and transport of your personal effects (from 12 months of mission)
  • Housing: individual taken in charge by HI
