Job Purpose

The Project Delegate will work closely with the IFRC Programme Manager to support the SARC Health Department and other relevant departments to ensure relevance, quality and cost effectiveness of SARC’s services as per SARC’s Health Strategy. The focus of the incumbent is the programme for disability inclusion and multi-professional physiotherapy services supported by the Finnish Red Cross (FRC) with funding from the Ministry for Foreign Affairs (MFA) of Finland under the IFRC Syria Crisis Country Plan.

The delegate will support SARC to mainstream disability inclusion into operations and programmes working closely with SARC’s Health Department and programme staff and also other departments. The position will also support institutionalisation of disability within SARC to ensure more inclusive and accessible services and activities. The delegate will support SARC to coordinate among its partners including the Red Cross Red Crescent (RCRC) Movement partners and collaborate with organisations and actors in the disability sector in Syria. The delegate will support SARC to facilitate a continued service provision in identified areas including proposal writing to donors and partners.

The Project Delegate will be engaged in planning, coordinating, reporting and supporting Movement-wide efforts in support of SARC health programming. The delegate reports to the IFRC Programme Manager, has regular consultation and discussion with the FRC, supports possible other technical experts deployed by FRC and works closely with the focal person(s) assigned by the SARC’s Health Department and other relevant departments for example for protection, gender and inclusion.

Job Duties and Responsibilities

Strategic planning and programme management

  • Support SARC in adapting an approach of disability inclusion within the different sectors.
  • Support different departments of SARC to strengthen the data collection of people with disabilities in relation to different services to generate and analyse reports for efficient implementation and monitoring.
  • Liaise with the Finnish Red Cross and SARC to mobilise external technical resources (including the Abilis Foundation) required for the implementation of the disability inclusion project component such as training sessions of peer support and empowerment of people with disabilities.
  • Provide technical input into quality service and upholding WHO, IASC, IFRC and ICRC standards as applicable.
  • Support SARC to implement different services designed for people with disabilities and their families as described in the SARC’s Health Strategy in the IFRC Syria Crisis Country Plan and in the project plan.
  • Support SARC to identify needs and possibilities to strengthen and improve programme/project effectiveness and efficiency. This may include but is not limited on the multi-professional services for people with disabilities and their families, access to psycho-social support, to health care, livelihood support; eventually exploring use of cash/vouchers for services.
  • Provide input in partner relations and resource mobilisation for health activities in close cooperation with the IFRC Syria team and the resource mobilisation functions in the Damascus and the IFRC MENA Regional Office.
  • Support SARC with the mainstreaming and implementation of a beneficiary accountability framework based on the ongoing work in community engagement and accountability and protection, gender and inclusion working closely with the relevant SARC departments and IFRC MENA Regional Office technical resources and RCRC Partner National Societies (PNSs).
  • Ensure that all activities are carried out in a way that reflects community needs and cultural sensitivities, respecting the gender, age issues and the environment, and that activities take into consideration issues around any local risks and hazards.
  • Ensure timely and quality reporting on progress of the Disability Inclusion and Physiotherapy programme through narrative reporting in compliance with IFRC’s reporting procedures and donor requirements.
  • Manage the budget for the Disability Inclusion and Physiotherapy programme, expenditure and procurement together with SARC and IFRC procurement, finance, and MEAL/PMER colleagues.

Coordination, cooperation and collaboration

  • Together with the IFRC Programme Manager support SARC with coordination among RCRC movement members for maximising the impact of its health services across Syria including mainstreaming of disability inclusion.
  • Together with SARC coordinate with attend the meetings of the national sub-group for people with disabilities led by the Syrian Ministry of Social Affairs and Labour and WHO and other relevant technical working groups.
  • Support SARC to build and maintain effective relationships with the RCRC Movement partners and work on consistently strengthening synergies between the partners, consortia and donor relations.
  • Jointly with SARC, ensure effective relationships with relevant government ministries and departments and external organisations.
  • Under the guidance of the Programme Manager and the Head of Delegation, represent the IFRC in technical discussions, to advocate for support to SARC’s disability inclusion and physiotherapy programming the needs, role of SARC and impact of its programming in this area.
  • Contribute to IFRC’s regular planning and reporting processes including plan revisions.

Any other tasks that might be assigned by the Programme Manager and/or the Head of Delegation

Education

  • Degree in social or health science, or another relevant field such as rehabilitation Required
  • Master’s Degree in social or health, or in other relevant subject such as development studies – Preferred
  • RCRC Impact and other relevant courses or otherwise acquired knowledge on the Movement and essential themes such as PGI, security and safety – Preferred

Experience

  • Minimum of 5 years of relevant experience working with disability services, with planning and management, and PMER tasks. Some of it in multicultural setting – Required
  • Not less than 2 years of experience in management of disability-related projects/programmes, with proven track of assessments, developing project proposals, monitoring project plans, report writing Required
  • Experience in facilitation, training and/or teaching – Required
  • Experience in mentoring and coaching – Required
  • Experience of working in situations of emergencies/armed conflicts – Preferred
  • Experience working within the Red Cross Red Crescent Movement – Preferred
