Duties

The incumbent serves as a top-level IT operations leader and the senior executive advisor to the Director, EOI. The incumbent exercises dynamic control over operations of DISA enterprise infrastructure and command and control of enterprise services and information sharing capabilities. The incumbent oversees and directs the operations and defense of the DISA IT enterprise environment, which provides telecommunications, computing, applications, and enterprise services for the DoD and its mission partners in nations around the world. These systems and services and their military- unique features provide daily support to vital Command, Control, Communications, Computers and Intelligence (C4I) functions and to national level

Leadership. Specific Duties Include
Leads and directs DISA field commands and field office operations supporting all combatant commands (CCMDs) and the Joint Staff. The three-field officer/commanders are Command Selected for Brigade-Level Positions;
Provides authoritative direction and guidance that shapes the organization, direction, and control of resources required to achieve defined DoD, Agency, and Directorate objectives, and which serve to assure that programs are fully coordinated, integrated, and effectively implemented;
Performs a variety of complex technical assignments, and provides direction and executive level leadership, to enable and sustain the integration of applications, computing services, technology, information assurance and telecommunications as integral elements of the DoDIN. Defines and codifies the DISA operational framework, the operational architecture, concepts, and processes to operate and defend the enterprise;
Serves as the operations integrator for the Agency development, implementation, and standardization of information, processes, and procedures in operations service management; and
Implements and standardizes operational governance for network operations readiness to ensure the DISA enterprise is postured to meet its missions across the full spectrum of military operations. Implements and executes timely and relevant evaluations of DISA’s overall readiness via exercises, contingency planning, and analysis of operational trends and performance.

This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.

Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, activities, or services you managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues you addressed; and the results of your actions. You should use action-oriented leadership words to describe your experience and accomplishments (e.g., Led the development and implementation of….) and quantify your experience wherever possible to demonstrate your

accomplishments (e.g., number of employees supervised; size of budget managed; amount of money saved, etc.).

EXECUTIVE CORE QUALIFICATIONS (ECQs)

ECQ 1 – LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2 – LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization’s vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3 – RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 – BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 – BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

DoD Joint Enterprise-wide Experience: Possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences.

Failure to meet any one of the technical qualifications requirements automatically disqualifies an applicant.

MANDATORY TECHNICAL QUALIFICATIONS: All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. Please limit your written statements up to 2 pages total for all technical qualification responses, not per 2 pages per MTQ statement (maximum 2 pages for all technical qualifications).

Technical Qualifications (Mandatory)

MTQ 1. Broad knowledge and experience in the employment of enterprise information technology, information assurance, and network operations to support the integration of telecommunications and computing technology to provide C4I support to the OSD, the Joint Staff, Combatant Commands, Services, and Defense Agencies.

MTQ 2. Demonstrated ability to lead and manage a large information technology organization in the planning, development, implementation, oversight, and management of multiple strategic initiatives that result in the timely provision of superior services and products instrumental in accomplishing both internal and external organization mission objectives.

MTQ 3. Experience supervising or working with Senior Field Officers, Command Selected for Brigade-Level Positions or equivalent senior executive positions in the federal or private sector.

Education
