Norwegian People’s Aid Department for Mine Action and Disarmament (DMAD) seeks a Director, Strategic Resource Management (SRM)

Wars and armed conflicts come to an end; however, the remnants of war continue to impact millions of people for decades to follow. Mine Action and Disarmament’s vision is a world where people and communities are safe, resilient and protected before, during and after armed conflict. Together with national authorities and other stakeholders, we are working to resolve problems faced by local communities caused by Explosive Ordnance (EO). Currently, NPA has more than 20 Mine Action Programmes ongoing in Africa, Asia, Latin America, South East Europe and the Middle East.

As the SRM Director you will be responsible for the Strategic Resource Management Section, maintaining oversight over effective and efficient use of the financial and human resources within the DMAD and its portfolio of country programmes and projects.

The function has responsibility for leading on donor relations, both managing relations with current donors and identifying new institutional donors, including possibilities for long term and sustainable growth in line with strategic priorities.

In this position your main tasks and responsibilities will be:

• Member of the DMAD management team
• Lead and coordinate the main donor processes
• Create, identify and develop new donor opportunities
• Ensure and strengthen competence on donor and compliance issues in the department and the country programmes Develop, maintain and update DMAD’s procedures for resource management
• Coordinate the department’s work on annual, budgets, forecasts and financial reporting
• Within the given boundaries and resources, ensure that the department has the necessary competences and common understanding of NPA’s procedures and routines, and that DMAD uses and develops tools and systems for control and oversight
• In cooperation with the rest of the department management, participate in development processes and decision-making processes with regard to planning, start-up, development, evaluation and close-down of programmes
• Coordinate with MEAL and IM systems’ leads to ensure fulfilment of donor obligations and expectations
• Line management of advisors within the SRM Section

To be successful in this role you must have:

• Experience working with donors/as a donor
• Relevant higher education at Master’s degree level and professional experience and/or equivalent military education and professional experience
• Minimum seven years relevant professional experience from non-profit management and programming, or private/public sector
• Minimum one year relevant international experience
• Excellent written and verbal English language proficiency

• Proven ability to work in a structured and systematic manner within a complex international portfolio
• Experience from financial management, development of budgets for programme implementation, development of donor proposals and donor reporting
• An understanding of mine action and disarmament issues and activity
• Creative, proactive, independent and positive approach
• Ability to, and motivation for, international travel
• Good ICT skills
• Knowledge of a Scandinavian language

The position is exempt from the working time regulations in AML §10-12 (1).

The position is based centrally in Oslo, and we offer relocation assistance with regards to working visa and tax card if required.

Salary step 58 – 63: 666 794 – 734 594 NOK depending on your education and relevant experience.

Preferred start-date 15th November 2022.
