Job Summary

CRS is modernizing our supply chain systems and processes to support the Agency’s 2030 Strategy. Among the systems being implemented is an Oracle Cloud Enterprise Resource Planning system, called “Insight” within the Agency, which encompasses Finance, Human Resources, and Supply Chain. The web-based, real-time system provides staff the tools they need to work more efficiently and effectively and help to give more visibility and controls of daily operations. In addition to that, the Agency is exploring ICT4D, data analytics, and other solutions to further bolster our end-to-end visibility and management of the Agency’s supply chain. The Global Supply Chain Management (GSCM) Department’s Systems and Performance (S&P) unit is responsible for leading building and executing the objectives that ensure success in these modernization efforts.

The Director (I) of Supply Chain Systems and Performance (S&P) provides leadership, strategic vision and a roadmap for execution of S&P’s objectives, which are divided among three sub-units: Business Process (BP) Management, Master Data Management (MDM), and Integration and Performance (IP) Management. Each of these sub-units is led by a manager who reports to the Director of S&P. The Director of S&P reports to the Senior Director for GSCM and must work closely with the other GSCM directors and their units, the Deputy Regional Directors for Operations, the Regional Technical Advisors, Regional Supply Chain Systems Advisors, as well as other functional workstreams to accomplish team goals.

Key Roles and Responsibilities by Sub-Unit Area

Business Process Management

The BP sub-unit oversees the design, implementation, stabilization, and optimization of use of all systems employed to create end-to-end visibility for CRS, most notably the Oracle ERP/SCM systems that CRS uses for core operations (internally called Insight). The Director of S&P ensures the successful design and execution of all the aforementioned phases of a project life cycle for all systems, as well as related continuous improvement, system alignment to policies and procedures, and end-user sensitization and education.

Specifically, the Director of S&P is ultimately responsible for:

  • With the BP Manager, setting a clear, long-term strategy for end-to-end visibility, business process management and improvement, and end-user support and education.
  • Designing global architecture of SCM systems, including acting as the lead for adjustments to design. Ensure harmonization with ERP system and other relevant technologies/systems.
  • Overseeing system implementation, helping the BP Manager ensure that milestones are met, and that the SCM stream is adhering to the master workplan.
  • Acting as the primary point of contact between GSCM and relevant project management and/or cross-functional coordinating teams (e.g. Centers of Excellence).
  • Providing regular updates and monthly reports on project status, challenges, and solutions to the Senior Director and Executive Sponsors.

Master Data Management

The MDM team must set responsive and clean master data management, ensure timely and effective system updates, conduct analysis on system usage KPIs to ensure continuous improvement of system usage, including effective use of complementary technologies.

Specifically, the Director of S&P is ultimately responsible for:

  • With the MDM Manager, setting clear, long-term master data management strategy, which includes global support for system maintenance, and setting clear standards for the quality of master data.
  • Guarantee agency-wide knowledge of key MDM and system usage metrics. Act as point person for discussion on these metrics with regional and HQ leadership.
  • Ensure continuous quality control of supply chain master data and related system usage. Work with MDM team to set action plans with relevant departments, regions, and CPs to improve identified quality issues.

Integration and Performance Management

The IP sub-unit is responsible for systems and data integrations with ICT4D solutions, contributing to end-to-end visibility along with the BP department. It is also responsible for exploring data sharing strategies with partners and donors, last mile visibility solutions, and dashboards and data visualizations to enable operations and management decisions pertaining to supply chain activities.

Specifically, the Director of S&P is ultimately responsible for:

  • With the IP Manager, leading the global strategy for the development and use of supply chain key performance indicators.
    • Working with the MEAL Department to create and maintain a global monitoring and evaluation, as well as continuous improvement strategy for supply chain at CRS.
    • Working with the GSCM Technical Assistance Unit to help country programs invest and properly use KPIs to improve their performance.
  • Working with other organizations to establish and promote industry terms and KPIs to achieve industry-wide benchmarking and analysis.
  • With IP Manger and GKIM, setting the strategy for adoption of ICT4D solutions and data sharing methods that help CRS improve operations, especially for the last mile.
  • Reporting to the GSCM Sr. Director and other executives on key findings of performance indicators, ICT4D solution adoption, and supply chain visibility.

General Responsibilities

  • Drive a culture of data-based decision making.
  • Serve as member of the GSCM Leadership team to help set and oversee short- and long-term strategies for the department.
  • Act as a representative in relevant industry meetings.
  • With other GSCM Directors, regions, and CPs, explore ways CRS can pursue supply chain technical assistance and grant opportunities.
  • Ensure the development of case studies and white papers on CRS supply chain performance to be referenced in proposals or other promotional needs.

Key Working Relationships

Internal: GSCM Leadership; Deputy Regional Directors for Operations, the Regional Technical Advisors, and Regional Supply Chain Systems Advisors, Insight PMO, MEAL, Finance Systems and Operations, Controllers Office, Audit, GKIM, GFSU, HR Learning Team.

External: Peer Organizations; CRS-hired consultants and vendors.

Travel Requirements

Willingness and ability to travel overseas up to 20%, including remote and/or difficult operating environments.

Qualifications

Basic Qualifications

  • Master’s degree in supply chain management, Information Systems, Business Administration, or related field required. Equivalent work experience will be considered.
  • 5+ years implementing and/or supporting Finance and Supply Chain ERP applications, preferably Oracle Cloud. Experience with an international development organization preferred. Other experience working with LMIS, ICT, etc. preferred.
  • Minimum of five years of management experience required.
  • Experience with Finance and Supply Chain business processes within non-governmental organizations preferred.
  • Proven ability to work with cross-functional teams across various time zones (i.e. Africa, Europe/Middle East, Asia, the Americas)
  • Working fluency with Microsoft SharePoint and Office software (Word, Excel, PowerPoint, Outlook) required. Experience with Power BI preferred.
