The Role

In 2020, Enabel adopted strong 2030 ambitions combined with the “#Actforimpact” strategy in order to achieve its objectives. Within this context, the organization has opted for an evolution of its governance structure towards collaborative governance giving the “Enabling people” circle the following raison d’être (reason for existence): As a strategic partner, we are committed to achieving the ambitions of the organization and to allowing people to flourish throughout their employee life cycle within Enabel. The objective of the function is to take the lead in achieving this reason for existence.

The People and Talent Director will report to the Director General. Business travel to partner countries is an essential part of the tasks assigned to this function.

The organization has grown significantly in recent years, from 1400 to more than 2000 employees, thus being part of the organization’s 2030 ambitions, which is to double the volume and triple the impact, among other things, through a growth in the portfolio of projects in execution for third-party donors in order to strengthen the impact of Belgian bilateral aid. This requires greater flexibility in the mobilization of expertise and talent. Also talent management, resource planning management, skills development will be the focus for the next 6 years.

Responsibilities

Member of the Executive Committee

  • You actively participate in the development of the vision and mission as well as in the development of the company’s strategy in order to give meaning to the action of employees, to set the results framework and to achieve the social purpose of the organization.
  • In this context, you participate in the strategic and political decisions of the organization, develop the business plan and ensure its implementation through your specific responsibilities.
  • You represent the organization in various forums and networks in order to position the organization within the development world.

Leader People & Talent

  • You support management in the implementation of their strategies and actions through qualitative and leadership services in the management and development of the organization’s talent.
  • You carry the people culture and strengthen the leadership capabilities of management.
  • You develop talent strategies that drive the growth of the organization.
  • You strengthen and develop the People & Talent teams in the different countries and stimulate the co-creation of people policies so that they are inclusive and reflect the richness of our cultural differences.
  • Through your exemplary action, you support the evolution towards the new governance model and bring it to life in order to guarantee the development of everyone within the organization.

Department Director and Lead link of the “Enabling People” circle

  • You develop the People & Talent strategic vision and implement it by constantly seeking innovation and improved results in order to achieve the organization’s ambitions.
  • In this context you give clear People & Talent guidelines and objectives to the leaders within the department and the circle, as well as within the leadership team of the organization.
  • You stimulate reflection, feed the entourage with new ideas, ensure the follow-up of the results and the progress of the various projects.
  • You are responsible for the quality of the impact and output of people projects and coordinate the “Enabling people” circle in compliance with the principles of collaborative governance.

Expert in People and Organization

  • You ensure the implementation of attractive personnel policies as well as administrative staff management in accordance with legal, tax and social security rules in all the countries where we operate.
  • You ensure an evolution of personnel management policies allowing the organization to adapt to its changing environment in order to achieve its objectives.
  • Surrounded by the necessary experts, you evolve the ‘Compensation & benefits’ policies to optimize the acquisition of talent according to the needs of the organization.
  • You strengthen IT management systems to make them more user-friendly and at the service of both team leaders and employees
  • You make sure to continuously evolve the processes in order to empower everyone and make them more flexible for fluid management.
  • You manage the social relationship in the organization and support the managers in the development and animation of this management

People leader

  • You accompany and guide the employees of the department and the circle in their daily activities and their professional developments in order to optimize the skills and abilities of each, and strengthen the efficiency of the service.

Qualifications

Education:

Masters degree in Law, Human Sciences, Business Management, Business Administration or equivalent.

Experience:

  • At least 10 years of experience in a human resources function including a few years of experience at an executive committee level.
  • An African background with knowledge and experience in Africa is an asset
  • Experience in the different areas of expertise of the management of men and women in business: Payroll and administration (preferably in an international context); Talent acquisition; Training and development, skills management, mobility, trade union relations.
  • Assets include: knowledge or experience in a public, international development and fragile contexts.

Technical knowledge required for the function

  • Knowledge of social, tax and social security law, preferably international context
  • Knowledge of both national and international compensation management
  • Knowledge and experience in talent and skills management
  • Knowledge of techniques specific to so-called collaborative governance is an asset
  • Knowledge of personnel management information systems

Fluency in French or Dutch (level C2 – CEFR) – knowledge of the second Belgian national language (level B2 – CEFR) or willing to acquire this level within a period of one year; Knowledge of English (level B1 – CEFR).

Human and personal qualities

  • Confidentiality management, strength of proposal, empathy, ability to convey difficult messages to management and employees.
  • Commitment and courage in the line of duty and ability to gain the trust of employees.
  • Ability to question oneself.
  • Dialogue and listening skills – able to reconcile different points of view and excellent negotiator.
  • Open to travel
