Director of Operations for URBAN WASH Project

The USAID-funded Urban Resilience by Building and Applying New Evidence in WASH (URBAN WASH) project, implemented by Tetra Tech International Development (www.tetratech.com/intdev), is currently accepting expressions of interest for a Director of Operations. This position is long-term and preferably based in Arlington, Virginia or Burlington, Vermont, with consideration of remote-work from US-based locations.

Position Description/Summary: Working under the overall direction of the Chief of Party (COP), in coordination and collaboration with the Home Office Project Team (HO PMT), Finance Manager, and project technical staff, the Director of Operations will have the primary responsibility of ensuring smooth and efficient project operations by coordinating all administrative and logistical support. To that end, the Director of Operations will ensure the timely provision and delivery of all required compliance, operations, subcontract (international and local), administrative, finance and accounting support to facilitate the implementation of the URBAN WASH program.

Responsibilities:

  • Support the program technical team in overall project planning and with operational needs for program implementation.
  • Advise the COP on all policy matters concerning project administration and financial management in coordination with HO PMT; directly supervise one Finance Manager.
  • Draft policies, Standard Operating Procedures (SOP), and corresponding manuals as necessary.
  • As directed by the COP, assist in the preparation of work plans, budgets, procurement plans, and other project deliverables.
  • Support consultant and subcontractor management for URBAN WASH team of subcontracting partners, as well as local partners engaged in country-specific technical activities; oversee vendor and contractor payments.
  • Manage recruitment efforts in close coordination with recruiter for both long-term personnel and short-term consultants; support the drafting of Requests for Approval to USAID for the hiring of consultants, international travel, and other project activities.
  • Support efforts to ensure compliance with USAID Branding & Marking guidelines by supporting the project’s development of presentations/reports and performing formatting review of these products when required.
  • Support and oversee day-to-day operations, including meeting logistics, overseeing property management procedures, ensure compliance with Tetra Tech’s filing policy, liaising with HO to resolve IT issues, purchasing and tracking procurements from HO, reconciling budgets, and supporting staff during personnel absences.

Qualifications:

  • Bachelor’s degree in International Studies, Public Administration, Business/Finance, or other related field; Master’s degree preferred.
  • Minimum of 7 years of experience with a master’s degree or 10 years of experience with a Bachelor’s degree in leading project management or operations roles for USAID-funded programs, preferably of similar magnitude and complexity.
  • Strong understanding of USAID rules and regulations and its application at the project level.
  • Experience directly supervising staff.
  • Strong understanding in contracts management and procurement processes.
  • Must have relevant experience developing and managing complex budgets.
  • Experience in WASH, water resources management, or service delivery preferred.
  • Fluency in English (written and oral); knowledge of additional languages advantageous.
  • Proven ability to draft quality correspondence and contributions for project required reports and related work.
  • Inter-personal skills conducive to working in multiple countries, with a diverse set of actors.
  • Ability to organize work and perform independently while closely and appropriately coordinating with team members.
  • Proficient in use of Microsoft Office suite (Word, Excel, PowerPoint).
  • Ability to multi-task in a high-pressure work environment and work well in multi-disciplinary teams in hybrid environments.
  • Ability to legally work in the US without employer sponsorship.
