Jordan Women’s Access to Justice and Protection/GBV (Himaya)

Director of Operations and Finance

The anticipated Jordan Women’s Access to Justice and Protection/GBV (Himaya) activity is a $25-$50 million USAID activity with the overall goal of enhancing the availability and quality of essential protection and services for survivors of violence. Himaya will advance women’s rights, enhance access to quality protection services, and expand social services to women who are at-risk of/or victims of domestic violence. This will be achieved by:

· Enhancing human resource capacity for medical, legal, judicial, police, and social work professionals;

· Enhancing institutional and operational capacity for judiciary, police, and civil society organizations;

· Improved legislation, policy framework, and protocols for protection and responses to violence.

The Director of Operations and Finance will oversee all programmatic operations and financial management of the team. In addition, he/she will be responsible for assisting the Chief of Party with the development and implementation of management systems and supervision of project operations and staff.

Anticipated responsibilities may include:

· Support the achievement of the overall project goals as required to ensure project performance

· Serve as a link between the technical team, including the chief of party, to help inform the design and implementation of financial, grant, administrative, and subcontract activities

· Manage program accounting and country-level financial reporting including drafting all budgets. Manage bank accounts including bank reconciliations. Provide financial analysis for project leadership and USAID. Prepare and submit monthly accounting reports to headquarters and respond to questions from the headquarters accounting unit and project management unit

· Manage and provide oversight to operations, finance, and grant personnel

· Responsible for the oversight of the project’s grant cycle; maximize impact of grants to businesses including SMEs, excellence centers, associations, and other beneficiaries across Himaya’s project objectives.

· Support the office manager as needed with recruiting, hiring, developing project policies and benefits, as well as managing leave, performance assessments, and separations

· Ensure compliance with organizational policies and client regulations, (e.g. Field Office Guide to Field Accounting and Compliance, Field Office Procurement Handbook, Personnel Policy Manual, FAR, AIDAR, etc.), and make recommendations on strengthening procedures

· Assist Chemonics headquarters teams with data requests and new requirements. Identify operational weaknesses on the project and request assistance when necessary

· Manage project office procurements and ensure compliance

· Supervise the issuing of checks of payment for processed transactions, the logging of payments, and the distribution and/or mailing of checks to the appropriate vendor

· Supervise the establishment and maintenance of transparent and audit-proof record keeping systems per Chemonics’ policies

· Analyze and streamline processes in the project office, provide training and capacity-building to project staff on an ongoing basis on project administration and implementation

· Other duties as assigned by the chief of party

Qualifications:

· Bachelor’s degree in business administration, finance, or related field; Master’s degree preferred

· Minimum of eight years of experience in financial and administrative management of international donor-supported programs of similar size and complexity

· Ability to develop and manage sizeable project budget, in-depth knowledge of U.S. Government Cost Accounting Standards

· Demonstrated skillset in financial management and operations procedures and policies, procurement, subcontracting, client relations, compliance, and human resources

· Experience in managing and administering grants under contract preferred

· Experience working in Jordan and/or the Middle East and North Africa (MENA) region

· Demonstrated leadership, versatility, and integrity

· Fluency in English and Arabic required

Duration of Assignment

The estimated duration of this position is five years.

Location of Assignment

The assignment will be based in Amman, Jordan.

Supervision

The Director of Operations and Finance will report to Himaya Chief of Party.
