The Director of Global Talent Acquisition leads talent acquisition at IREX and is charged with ensuring effective sourcing, recruitment, and onboarding of IREX Country office, U.S., Expat, and TCN staff. This includes ensuring that IREX is consistently engaging in inclusive sourcing and hiring and ensuring that the employee composition at IREX reflects the diversity of the communities IREX serves. The Director of Global Talent Acquisition ensures adherence to compliant and inclusive recruitment procedures, developing tools and resources for staff, and assisting with Hiring Manager training designed to enhance capacity and promote diversity, equity, and inclusion. The incumbent represents IREX at career fairs in multiple forums to raise IREX’s profile as a global development employer to effectively source and attract diverse candidates from various and diverse communities, institutions, and organizations.

The Director of Global Talent Acquisition serves as a strategic partner to unit and practice leaders, with a keen eye on diversity and inclusion, workforce planning, and proactive sourcing and pipelining for critical skills. They will also work closely with the manager on job classification, compensation alignment, workforce planning and strategic onboarding. The position will report to the Vice President of Global Human Resources and manage multiple recruiters.

Your Background & Skills

  • Bachelor’s Degree in Human Resources, Business, Psychology or equivalent required. Master’s degree in Human Resources Management or equivalent preferred.
  • Minimum of 15 years of progressive professional experience in human resources management and leadership within organizations operating internationally, with a demonstrated track record of progressively increasing responsibility and delivery required.
  • Proven experience as a Recruitment Director or in a senior-level recruiting role, with a track record of successfully managing recruitment teams and processes.
  • Professional certification (i.e., SHRM- CP, or PHR) is required.
  • Experience recruiting in the international development sector.
  • Experience effectively working with a large group of individuals from diverse cultural, ethnic, and national backgrounds.
  • Ability to research and learn employment law for various countries globally.
  • Ability to deal with ambiguity and work collaboratively in a team environment.
  • Experience conducting and managing sensitive background investigations.
  • Experience writing recruitment guidelines, policies, and procedures.
  • Experience compiling and presenting reports to a diverse audience.
  • Experience conducting training to Hiring Managers and Internal applicants.
  • Prior experience utilizing UKG UltiPro strongly preferred.
  • Demonstrated track record of designing, implementing, and oversight of talent acquisition and overall human resource compliance and fully integrating a focus on diversity, equity and inclusiveness into each of these functions.
  • Familiarity with or has worked for project-funded organizations in the international development and/or broader non-profit space.
  • Highly collaborative and able to establish positive working relationships with all stakeholders to maximize cooperation and productivity.
  • Willingness to travel internationally.
  • Strong creative problem-solving skills with the ability to develop and implement practical solutions.

  • Excellent communication, conflict resolution, interpersonal, negotiation, and cross-cultural skills; and ability to engage with staff at all levels and geographies of the organization.
  • Excellent organizational skills and high attention to detail.
  • Strong analytical and problem-solving skills.

  • Thorough knowledge of employment-related laws and regulations.

Your Daily Tasks

  • Oversee the selection process, including requisition management, development of position descriptions and recruitment strategy, candidate selection, reference and background checks, salary negotiations, generation of offer letters, and the facilitation of the on-boarding process.
  • Conduct recruitment strategy meetings with Hiring Managers to ensure a complete understanding of the job requirements, candidate matches, and the qualifications needed to fill the role.
  • Use findings to develop and execute effective sourcing strategies, assessments, and closing approaches.
  • Promote inclusive hiring through outsourcing, recruitment processes, and highlights its long-term benefits to IREX.
  • Conduct thorough candidate prescreening interviews and recommends highly qualified and diverse candidates who meet the requirements for the role.
  • Conduct job analysis to update position descriptions and reviews against established compensation structures.
  • Stay abreast of best practices in compensation management, talent recruitment, onboarding and development, and regulatory compliance and HR policy.
  • Provide recruitment training to staff in the US and country offices.
  • Ensure compliance with regulatory requirements and IREX policies and practices.
  • Serve as back up to the Senior Recruiter when needed.
  • Manage external partnerships with colleges, job boards and HR software vendors
  • Implement online and offline employer branding activities
  • Ensure timely communication with candidates, hiring managers, and vendors on the recruiting process and pending needs.
  • Manage candidate communication throughout the recruitment lifecycle and educates candidates about the culture of IREX, benefits, and position expectation.
  • Create and disseminates recruitment reports that provide strategic insights through metrics, dashboards, and the full-spectrum analysis of data.
  • Remain current on the organization structure, personnel policy, and federal state laws regarding employment practices.
  • Manage external recruiting sources, vendor agreements, candidate submission, and invoice processing.
  • Promote and increases employer brand awareness by representing IREX at job fairs and industry events.
  • Develop outreach efforts to support affirmative action goals and participates in recruitment events in support of diversity hiring and inclusive sourcing.
  • Ensure that personnel policies and systems are maintained and updated as needed.
  • Ensure HR records are appropriately retained and managed and complete required state and federal reporting.
  • Ensure all processes and records are audit-ready at all times.
  • Serve as a proactive thought leader on IREX’s recruitment and talent acquisition policies and practices.
  • Ensure HR’s ability to generate regular and timely reporting on AAP targets
  • Design an organizational strategy for professional development.
  • Develop and ensure implementation of high-quality global recruitment, interviewing, selection, and strategic onboarding processes.
  • Build the skills and commitment of hiring managers to follow best practices in all stages of the talent acquisition life cycle.
  • Develop and facilitates training for hiring managers on the recruiting process and provides periodic training to management staff on recruitment and onboarding best practices.
  • Provide coaching on effective behavior interview techniques, workforce planning practices, and compensation requirements.
  • Continually assess the effectiveness of the recruitment & onboarding processes, researching best practices, conducting new-hire, and hiring manager feedback surveys, and utilizing data to refine and improve the processes over time.
  • Ensure position classification specifications accurately reflect the needed qualifications, knowledge, skills, and abilities required for successful job performance.
  • Develop creative ideas and innovative recruiting techniques to source qualified professionals. (i.e., social media, employee referrals, direct contact recruiting, internet data mining, job boards, and internal/external networks).
  • Oversee and documents the selection process in the ATS and perform day-to-day recruitment activities consistent with understanding rules for applicant tracking, OFCCP rules and regulations, and IREX operating policies and procedures.
  • Manages candidate salary expectations and ensures that the compensation for new hires and transfers is in line with internal and external equity.
  • Maintain and cultivate relationships with HR vendors to ensure optimal service delivery.
  • Oversee the management of recruitment processes to identify top talent and maintain strong diversity.
  • Manage and coach Senior Recruiter, and full-time and contract Recruiters..
  • Partner with HR generalists to oversee and manage a strategic onboarding & new hire orientation process for all IREX employees.
  • Partner with HR generalists to revise, update or manage job classification, workforce planning, and strategic onboarding.
  • Partner with managers to integrate talent plans with business strategy.
  • Other support duties as needed.

This fulfilling position offers an anticipated salary range of approximately $132,000 – $150,000.

This position is eligible for Remote work. The eligible employee is a regular, full-time staff who works from a worksite outside the DC metro area on a more permanent or ongoing basis.
