FHI 360

Family Health International (FHI 360) is seeking qualified candidates for the position of Director of Finance and Operations based in Guatemala supporting an anticipated USAID-funded project aiming to reduce the negative social and economic impacts of gender-based violence (GBV) in targeted areas of Guatemala, contributing to longer-term stability of the country. The proposed activity aims to support women, children, adolescents and other vulnerable groups victims of gender-based violence and intrafamily violence in targeted communities with high rates of violence and migration. The main objectives of the project are: prevention of GBV at community, municipal and national levels increased; response to GBV strengthened by increasing capacity of key stakeholders; recovery and empowerment of GBV victims and survivors increased; improved research and analysis of GBV and its impact on development, national security, and migration. Availability of the position is contingent upon successful award of the project to FHI 360 and donor approval of the selected finalist.

Overview:

The Director of Finance and Operations will be responsible for financial and administrative aspects of the project, including budget development and monitoring, prime award monitoring and compliance, sub-contract and grantee management, procurement, and logistics. They will establish and maintain sound financial management practices and ensure the project’s compliance with FHI 360 and USAID acquisition and agreement procedures, rules and regulations. The position will report to the Chief of Party.

Selection of the final applicant is subject to USAID approval.

Key Responsibilities:

  • Support development of financial, administrative, human resources and operations management systems and processes required to support activity implementation, ensuring compliance with USAID rules and regulations, contract requirements, FHI 360 policies, and host government laws;
  • Maintain local office financial systems as well as project accounting and grant management including payroll, transfers, reporting to local authorities, FHI 360 and USAID;
  • Maintain financial, grants, and/or administrative monitoring, reporting, and tracking systems and provide related performance updates on activities;
  • Provide guidance and training, as needed, to all staff as needed on relevant FHI 360, USAID, and Government of Guatemala rules and regulations;
  • Prepare and review monthly expenditure payments in accordance with authority signature guidelines;
  • Manage interactions with bank personnel, monitor cash balances for each bank account, make deposits of returned funds and payments to clients, as well as monitor wire transfers to and from project accounts;
  • Prepare, update and deliver financial reports to headquarters in accordance with organizational financial processes and protocols;
  • Review, revise and reconcile cash disbursed to employees and consultants in accordance with organizational financial processes and protocols;
  • Interact with home office Finance and Business Managers regarding budget realignment, budget issues, and bank transfer status;
  • Participate in project procurement processes for goods and consulting services, including drafting requests, analyzing proposals, drafting contracts, negotiating contracts and prices, reviewing contractual deliverables for quality and preparing the required documentation in accordance with USAID and FHI 360 rules and regulations;
  • Support and manage the financial monitoring of the grant program including financial and managerial questionnaires of program start-up preparatory activities, requests for monetary advances, fund disbursements and expenditure reconciliation, financial reporting, auditing and closeout of operations.
  • Provide financial and grant management training and technical assistance to employees, grantees and other implementing partners;
  • Provide professional expertise in enhancing grants’ staff capacities to design, manage, and administer subawards, helping the project to achieve its targets for the grants program;
  • Support management for related financial and operational functions, including designing and overseeing operating procedures and systems for related areas, including project finances, grant management, procurement systems, human resources, project logistics and administration, and office operations;
  • Responsible for ensuring the timely and quality completion of relevant program deliverables and reports, in accordance with USAID guidelines;
  • Maintain all financial records in compliance with Guatemalan laws and FHI 360 and USAID rules and regulations;
  • Actively participate in team meetings and other events while contributing to a positive and cooperative work environment.

Minimum Requirements:

  • University degree or higher in Business Administration, Finance, Accounting, and/or some other relevant discipline is required.
  • Minimum eight (8) years’ experience of directly relevant experience in administrative, grants or financial management, or related area of expertise.
  • Minimum of three (3) years working experience in a senior supervisory role related to accounting, payroll, procurement and logistical support services.
  • Experience establishing and ensuring compliance with project financial, operational, and/or grant procedures.
  • Work experience providing contractual and financial oversight to USAID-funded projects of similar size and complexity.
  • Familiarity with US Government-funded programming, rules and regulations such as FAR, AIDAR and grants required;
  • Excellent organizational skills and ability to work effectively in a fast-paced, stressful environment.
  • Detail oriented, and ability to prioritize tasks and support program implementation while ensuring adherence to required policies and protocols.
  • Demonstrated effectiveness in developing and maintaining unbiased and professional working relationships with government officials, civil society partners, donors, and donor-funded implementers;
  • Accounting/audit certifications highly preferred.
  • Advanced Excel skills and experience with Quickbooks required.
  • Fluency (written and oral) in English (or American Sign Language) and Spanish (or Guatemalan Sign Language) is required.
