FHI 360 is currently seeking a highly qualified candidate for the position of Director of Finance and Administration for the anticipated multiyear USAID Fragile Waters project. This position is subject to project award and funding. The USAID Fragile Waters activity aims to enhance water security in fragile contexts, with a focus on supporting locally-led approaches. Water security encompasses water, sanitation and hygiene (WASH), as well as water resources used for everything from ecosystems to livelihoods and industry (e.g. irrigation, hydropower). To achieve this goal, Fragile Waters has four primary objectives: 1) conduct rapid analyses to inform water security programming in fragile contexts; 2) support capacity strengthening for local organizations to implement water security programming in fragile contexts; 3) provide direct assistance to support evolving water security needs in fragile contexts; and 4) advance learning for water security programming in fragile contexts.

The Director of Finance and Administration works closely with the Chief of Party, Technical Director, and Manager of Monitoring, Evaluation, Research and Learning to ensure financial, administrative, contractual, logistical efficiency and compliance of the project.

Responsibilities include:

  • Provide leadership for finance, operations, and human resources aspects of the project including general administrative processes, financial management, sub-contract management, accounting and logistics;
  • Establish and maintain sound and transparent accounting and fiscal control procedures for financial, sub-contracts, small grants and operations aspects of the project;
  • Ensure compliance of financial and operations systems with FHI 360 policies and procedures, USAID rules and regulations, contract requirements, and host government laws;
  • Develop, analyze and monitor program budgets; monitor and track obligations and expenditures against budgets;
  • Manage project procurement processes;
  • Advise the Chief of Party on project financial and compliance status, availability of funds for project activities, and other financial and operations-related matters;
  • Prepare and submit annual and quarterly financial and accrual reports;
  • Liaise with internal and external auditors during project financial management reviews;
  • Provide technical assistance to local partners on financial compliance and reporting;
  • Contribute to the development of high-quality work plans, quarterly and annual reports, financial reports; and other reports as required by FHI 360 and USAID
  • Supervise administrative, finance, procurement and grants staff.

Qualifications:

  • Bachelor’s degree or its international equivalent in Business Management, Finance, or related field. Master’s degree is preferred.
  • A minimum of 8 years of relevant experience in a programmatic environment with areas to include contracts, field experience, and at least three years with USAID rules and regulations
  • At least 5 years of supervisory experience
  • Work experience providing contractual and financial oversight to USAID-funded projects of similar size and complexity.
  • Excellent organizational skills and ability to work effectively in a fast-paced, stressful environment.
  • Detail oriented, and ability to prioritize tasks and support program implementation while ensuring adherence to required policies and protocols.
  • Articulate, professional, and able to communicate in a clear and positive manner with clients and staff.
