DRS (DevelopmentAid Recruitment Solutions) is looking for a Director of Finance and Administration in Madagascar for the anticipated USAID-funded Rural Water, Sanitation, and Hygiene Activity in Madagascar. The project’s overall goal is to increase access to sustainable water and sanitation services in targeted rural areas of Madagascar. Employment is contingent upon the award of the Project to the organization and USAID approval of the candidate.

About the role:

The Director of Finance and Administration will be responsible for the administrative and financial leadership of the Project, including human resources, procurement, accounting, sub-contracts, sub-awards, and financial management. S/he will be responsible for ensuring compliance with client’s and USAID procedures, rules, and regulations, and with Malagasy finance, human resources, and logistics legislations.

This is a Key Position on the Senior Project Team. S/he will manage the project’s grant, contracts, operations, and finance teams, including but not limited to an Operations Manager, a Finance Manager, and several Assistants. This position is managed by the Chief of the Party.

Key duties and responsibilities:

  • Develop and implement financial, administrative, and operations management systems and processes required to support the Project implementation;
  • Develop and implement financial and operations process improvement plans to improve value for money and efficiency;
  • Building upon the client’s experience in sub-grant management in Madagascar and other countries, lead the development of systems, tools, and procedures for the selection, award, and management of sub-grants and sub-contracts in accordance with the procedures and tools for sub-grant management and those of USAID;
  • Maintain transparent financial and reporting procedures and effective operation of financial controls, in accordance with USAID guidelines;
  • Assume responsibility for record-keeping, financial functions, and internal control systems;
  • Provide concise and timely financial reports that provide an overview of the financial status of the award;
  • Manage project start-up and closeout, and support annual work planning and budgeting processes;
  • Oversee project logistics and procurement of goods and services, including procurement specifications, delivery schedules, etc.;
  • Ensure adequate safety and security protocols and services for project staff;
  • Oversee project vehicle fleet management and maintenance;
  • Maintain and support the IT infrastructure.

Qualification, Experience, and Skills:

Education: Master of Finance degree. A CPA or a relevant accounting degree from a recognized University or equivalent is advantageous to hold.

Experience:

  • A minimum of 15 years of professional experience in financial and operational management with at least 5 years of experience as a senior finance and operations manager for donor-funded global health and/or international development projects;
  • Demonstrated experience and skills in developing and managing large budgets ($25 million-$50 million)
  • Experience working with USAID financial, administrative, management, and reporting policies, procedures, and systems. Knowledge of 2 CFR 200 would be a plus;
  • Prior working experience managing financial and operational aspects of projects implemented in Madagascar. Experience in the WASH sector is an advantage.

Skills:

  • Demonstrated experience in managing and supervising a team that is spread out geographically.
  • Outstanding interpersonal skills and eagerness to work in a multicultural organization;
  • A proven ability to work with government and donor agencies, stakeholders, and decision-makers in both the public and NGO sectors;
  • Excellent verbal and written communications skills, with fluency in French and English required;
  • Expert computer skills in Microsoft Office and accounting software.
