HOPE International

The director of finance is responsible for overseeing the finance department. This includes people management of accountants and information technology staff members. The director of finance is responsible for the integrity of the organization’s entire financial systems, by ensuring the security of organizational assets, generating internal and external reports and interfacing with local/regional regulators, auditors and advisors, providing management with financial data, reports and analysis, and assisting management in decision making.

RESPONSIBILITIES

  • Promote and fulfill the mission of HOPE Congo.

Management and Leadership

  • Set a culture within the finance department for meeting HOPE’s standards of Christian behavior, compliance, honesty, trustworthiness and reliability. To be an example to the team of the Christian model of leadership following HOPE’s kingdom principles.
  • Recruit high quality staff and build a team that is committed to HOPE’s vision and mission.
  • Establish goals, conduct periodic reviews and annual assessments of all direct reports and to determine plans for their training and development.
  • Participate as a member of the senior management team and support the Managing Director with the general management of the HOPE Congo.

Financial Management

  • Periodic review and improvement of all finance and treasury related manuals, procedures and tools to reduce organizational risk and increase organizational efficiency. Oversee the implementation of these policies.
  • Review branch activities: ensure that all branch level practices are in accordance with the finance manual and report any inconsistencies immediately.
  • Ensure finance manuals and procedures are aligned with other organizational manuals.
  • Receive and provide financial training on a regular basis; ensure that employees have sufficient financial knowledge. Responsible for training all staff on financial procedures.
  • Assist human resources department in the preparation and execution of monthly payroll.
  • Monitor and ensure sufficient liquidity for operations. Review branch cash management in line with set treasury policies.
  • Ensure the security of all organizational funds and assets.
  • Manage all financial transactions and develop banking relationships.
  • Secure sufficient external funding to meet all organizational and budgeted needs.
  • Integral member of the Assets and Liabilities Committee .

Budgeting and Financial Reporting

  • Develop, maintain and analyze the organization’s budget, compare budget cost with actual cost to create reports on a regular basis.
  • Create, prepare, and present all financial reports as required by management, the Managing Director, the Board of Directors, and parent company.

Accounting and Management Information Systems

  • Supervise and check all financial transactions. Conduct regular reviews of the accuracy and integrity of information in the accounting and loan/savings tracking systems.
  • Maintain and manage financial and operational databases. Regularly review and reconcile accounting and operations data to maintain the integrity of financial and client data. Ensure the security of historical financial and operational data.
  • Ensure that paper files and computer files are properly organized such that information can be referenced quickly and efficiently.
  • Develop an annual IT and cybersecurity strategic plan and oversee its implementation.

Regulatory and Taxation

  • Act as the primary point of contact and liaison with central bank and external auditors.
  • Update and maintain all source documents in accordance with country laws including all documents used to substantiate financial transactions.
  • Ensure that the organization’s financial systems and policies are in conformity with national/regional laws and regulations.
  • Responsible for all external financial reporting to government authorities and regulators.
  • Ensure that all taxes are prepared and paid on time in accordance with local tax laws.
  • Performing all other tasks as assigned by the Managing Director in order to accomplish the mission of the institution.

QUALIFICATIONS

  • Personal commitment to the mission and vision of HOPE Congo
  • Experience using accounting and reporting software to prepare internal and external reports
  • Knowledge of and experience in external reporting to local and national government bodies including but not limited to preparing the annual external audit, taxes, etc.
  • Trustworthy, motivated, and flexible
  • Proficiency with Microsoft Office Suite; Expert in Microsoft Excel and Word
  • Professional working proficiency in English and French languages required
  • At least 5 years of finance, accounting, and/or other relevant work experience
  • At least 2 years of management experience in a similar role, ideally in a cross-cultural or international setting
  • Accounting licensing such as CPA or ACCA strongly preferred
