The USAID-funded Regional Water and Vulnerable Environment (WAVE) Activity in Central Asia, implemented by Tetra Tech International Development (www.tetratech.com/intdev) is currently accepting expressions of interest for a Director of Communications. This position will be located in the main office in Almaty, Kazakhstan.

Working under the direction of the Chief of Party (COP), the Director of Communications will oversee development and implementation of WAVE Activity outreach, communications, and knowledge management and learning strategies. The Communications Director will be supervised by the Chief of Party and work closely with project technical staff to develop and oversee implementation of the strategies. This is a full-time, 3.5-year position based in Almaty, Kazakhstan.

Responsibilities:

*Oversee the development and implementation of the WAVE Activity’s Knowledge Management and Learning Strategy and the Outreach and Communication Plan;

*Oversee the correct application of the WAVE Activity’s Branding and Marking Plan (compliant with USAID regulations);

*Provide technical advice, training and support to activity staff regarding compliance with the WAVE Activity’s Branding and Marking Plan and USAID’s branding and marking requirements;

*Develop communications materials in collaboration with technical staff, including toolkits, manuals, documents and other resources, that are accessible, user-friendly, timely, and tailored for target audiences and stakeholders;

*Oversee the preparation and production of USAID reports including weekly highlights, quarterly reports, annual reports, annual work plans, Monitoring, Evaluation and Learning (MEL) Plans and other written deliverables;

*Prepare success stories and content for use in Tetra Tech and U.S. Government publications when there is an opportunity;

*Develop information products based on evidence as generated by WAVE activities and the project MEL system with the Monitoring, Evaluation and Learning (MEL) Manager and technical staff;

*In collaboration with the MEL Manager and technical staff, research and write qualitative project impact stories as needed;

*Establish and maintain media relations with local, national, and regional media outlets and manage press releases and relations in compliance with USAID policies;

*Build capacity of staff, partners, and other stakeholders to develop information products;

*Draft talking points, speeches, press releases, presentations, and other materials as needed.

Qualifications:**

* University degree in communications or other relevant field (Advanced degree preferred).

* Minimum of ten (10) years’ experience implementing knowledge management and communications activities for donor-funded projects; experience with USG-funded programs preferred.

* Experience developing and delivering effective communications and outreach efforts and highlighting project successes for local, regional and global audiences;

* Excellent English writing skills;

* Demonstrated ability to manage effective knowledge exchange and communication at regional, national, and local levels among diverse populations and the Activity’s partners and counterparts across sectors (government, private sector including media, academic community, and civil society);
