Position Description

EnCompass LLC is seeking qualified candidates who are passionate about the business operations side of international development, for an exciting new role at the director level in business management for our Technical Assistance and Evaluation team!

The Director of Business Management is responsible for designing, implementing, and overseeing successful business practices and processes within the Technical Assistance and Evaluation (TA/Eval) practice area and leading its staff in accordance with the company’s good business practices, policies and values. This highly collaborative position will work closely with practice area leadership and the leaders and staff of the Talent Management, Finance, Business Development, Contracts, and Operations teams to ensure practice area productivity, efficiency, including implementing business strategies and processes, monitoring and evaluating financial performance of the practice area’s portfolio, allocating and assigning resources, and supervising relevant employees.

The position may be based at the EnCompass headquarters offices in Rockville, MD, or another location within the US (preferably within the Eastern time zone).

For the foreseeable future, EnCompass is using a hybrid work model where most positions are remote with voluntary in-person attendance at the office. The exceptions to this model include scenarios such as if the client requires the role to be in-person. Must be legally authorized to work in the US for any employer without sponsorship.

Position Duties and Responsibilities

Essential functions include:

Processes

  • Support the Vice President (VP) by managing and assisting with day-to-day business operations of the practice area (i.e. financial forecasting/tracking, resourcing, budget analysis and planning)
  • Working with appropriate managers and staff, design, oversee, and manage the streamlining of business processes in assigned practice area to ensure they are efficient and productive
  • Ensure all practice area activities comply with company policies and adhere to legal guidelines at both US and overseas locations
  • Ensure good collaboration and efficiencies between practice area staff and the International HR Manager, Contracts, Operations, and Finance teams in starting up and supporting in-country projects and staff
  • In collaboration with practice leadership, manage staff billability for the practice to help identify and obtain appropriate levels of staffing needed to successfully achieve practice area goals
  • Serve as practice area liaison with Operations teams to include Finance, Talent Management, Contracts, Project Operations Management, and Business Development

Business Growth

  • Work with the VP and Finance team to develop financial metrics for projects and pricing strategies for cost proposal efforts
  • Assess practice area portfolio performance by analyzing and interpreting data, metrics, and financial reports, and providing guidance to ensure the long-term financial health of contracts
    • Design tools and processes for effective management and forecasting of revenue and direct expenses across the portfolio
    • Work with the VP to track, analyze, and forecast profitability outcomes for the respective practice area
    • Design and manage a tool to track, analyze, and forecast staff billability
    • Support the VP in managing indirect spending within the established indirect cost rate structure and rates
  • Support the VP in the Quarterly Business Review process through preparation, design tools to monitor progress to report to the Executive Team, linking data and metrics to the overall financial health of the organization
  • Provide training to practice leadership and others on financial metrics and performance
  • Support the practice area Corporate Officers in monthly oversight and management of project financial performance
  • Support new business development initiatives particularly in the areas of cost strategy and cost proposal development
  • Support Vice President with managing practice area overhead discretionary budget

Human Resources

  • Support the practice leadership in the management of practice area workforce planning activities, ensuring the appropriate number of staff per practice area given current and projected opportunities and revenue streams, and business development needs
  • Support practice leadership in the collaboration with Talent Management team to recruit, hire, onboard; ensure practice area hiring managers are trained and follow EnCompass’ fair, legal, inclusive, and effective hiring practices
  • Assist in the development and implementation of performance standards related to business and financial good practice for practice area team

Company Management Support

  • Engages as a member of the Senior Management Group (SMG) to provide input and feedback and communicate on company policies, strategies, and activities
  • Collaborates and coordinates with other EnCompass teams to support integration of expertise and knowledge across the company
  • Fosters an appreciative work culture of collaboration and teamwork for knowledge sharing and learning

General

  • Engage fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass convenings
  • Other duties as assigned

Position Requirements

Qualifications

  • High School Diploma and 18 years of experience; Associate’s Degree and 16 years of experience; Bachelor’s degree in relevant field and 14 years of experience; Master’s Degree and 12 years of experience; or PHD and 10 years of experience. Experience to be in business management and international development.

Experience and Skills

  • Prior experience designing budget tools including direct experience in forecasting, management of indirect costs, billability and other financial processes for complex and long-term international development contracts
  • Minimum of 8 years of experience overseeing corporate, program, and project-level finance (including forecasting financial standing), human resources, and operations for USG-funded projects and organizations
  • Demonstrated experience providing operational and business strategy leadership to long-term in-country USAID programs
  • Deep expertise and experience leading a variety of contract mechanisms
  • Management experience including direct line supervision
  • Business development experience including cost proposals and strategies
  • Superb interpersonal and leadership skills
  • Ability to lead and work effectively in a team
  • Demonstrated analytical ability and business insight
  • Proven experience with business and strategy development processes
  • Outstanding poise in a fast-paced business environment
  • Superior leadership skills, with a focus in employee coaching and development
  • Thorough understanding of diverse business processes and strategy development
  • Excellent knowledge of MS Office, cloud-based IT platforms, and information systems
  • Ability to work in an appreciative, strengths-based environment and guide others in using an appreciative approach
