The Director of Health Technology Systems for Impact will provide technical and programmatic leadership and technical guidance in the areas of health technology systems, including digital health policy, planning for the use of technology to improve health, and sustainable financing of data dashboards, personal data security as well as policies and procedures related to data security, data confidentiality and data storage with the ultimate goal of improving the prevention, care, treatment and mitigation of poor health outcomes globally, and in support of the Health Equity and Rights Strategy Refresh 2021, and CARE’s Right to Health Impact Area Strategy

Responsibilities:

  • Direct CARE’s portfolio of HTSI program portfolio to improve health care outcomes globally
  • Lead HTS team in the development, monitoring, evaluation and documentation of HTS learnings
  • Lead HTSI team members including Senior Technical Advisors/Project Managers and their reports
  • Engage with donors and other external stakeholders to support the HTSI portfolio
  • Support to the efficient functioning and management of the HER team

Qualifications:

  • Masters’ Degree in public health or related Social Sciences field
  • Desired: Doctorate in Public Health or other graduate degree in business administration or the social sciences
  • Desired: Experience with COVID-19 health technology systems strengthening (including participating in the designing of COVID-19 dashboards), leading a country program, engaging with key donors esp USAID
  • 5-7 years of experience in global health with a special emphasis within the sexual and reproductive health; and/or broader health technology systems strengthening or digital health technology spectrum required
  • Strong skills in project monitoring, evaluation and learning, with particular focus on performance management and project management information technology systems
  • Expertise in program continuous quality improvement (CQI), quality assurance and total quality management (TQM)
  • Excellent skills in strengthening service delivery programs and organizational capacity strengthening, facilitating training workhsops, supporting continuous quality improvement projects and monitoring and evaluation
  • 5-7 years of management /supervisory experience required with demonstrated experience managing and supervising health systems activities and teams.
  • Applied experience implementing sexual and reproductive health and/or health technology systems strengthening programming with direct responsibility for project team deliverables and budget management
  • Substantial experience overseeing large multi-country projects with responsibility for donor relationship management, technical oversight and project management
  • Excellent oral and written communication skills in English (one additional language e.g. French, Spanish, Portuguese, Arabic desired)
  • Concept paper development and superior grant and proposal writing skills with evidence of writing and winning proposals
  • Demonstrated commitment to and leadership in global sexual and reproductive health programs; and/or health technology systems strengthening programs
  • Ability to liaise with senior MOH officials and dignitaries, executives of NGOs, FBOs, CBOs, the for-profit business community, and senior members of the donor community

  • Desired: History of publishing academic articles in peer-reviewed journals
