Consultancy to develop and deliver Digital Literacy Skills Training for Students under Complementary Pathways Programs to US and Canada in Kakuma and Dadaab Refugee Camps

  1. Introduction

World University Service of Canada (WUSC) is a Canadian international development and refugee sponsoring non-profit organization. A central component of WUSC’s strategic plan is to expand durable solutions for refugees. For decades, WUSC has connected non-traditional actors, such as postsecondary institutions, students, staff and faculty, with opportunities to sponsor refugees and support their inclusion in Canadian communities. WUSC is selecting students for scholarships and sponsorship to the US and Canada under two programs, namely Welcome Corps on Campus and the Student Refugee Program respectively. The students are selected from the refugee communities in Dadaab and Kakuma Refugee Camps as well as those in the Urban settings.

WUSC is seeking a qualified consultant to develop and deliver digital literacy skills training for students embarking on international studies. This training is needed to prepare students for academics to the US and Canadian Higher Learning Institutions.

2. Project description/context and background information

WUSC is running educational complementary pathway programs for the refugee youths (18-25 years). This opportunity offers resettlement and higher education opportunities to both the US and Canada. WUSC’s academic partners in Canada/US include more than 200 universities, colleges and CEGEPs.

The training’s main goal is to equip the candidates with digital skills necessary for their academic journey in the universities.

3. Purpose and Objective of the Digital Skills training

The Digital Skills Training for Students is specifically designed for young refugees’ in Kenya’s refugee camps (Kakuma and Dadaab) under the complementary pathways program awaiting to join Canadian and US Higher Education Institutions. The training is aimed to equip students with essential basic and advanced digital skills necessary for their academic journey and to integrate information and communication technology (ICT) effectively into their learning.

4. Scope of work

The training will be delivered across a 3 month window starting January to March 2024 in both Kakuma and Dadaab camps concurrently.

  • Conduct needs assessment: Assess the needs of the candidates and identify their entry levels for each cohort
  • Curriculum development: Design a detailed basic and advanced digital skills fundamentals
  • Content creating: Develop training materials and relevant learning materials
  • Alignment with objectives: Ensure that the curriculum aligns with the main objectives
  • Develop assessment tools: Ensure that the students are assessed at different levels of learning
  • Develop evaluation tools to evaluate the effectiveness of the curriculum
  • Review and revise the curriculum based on the recommendations from the stakeholders

5. Expected deliverables

The selected Consultant will have overall responsibility of working in collaboration with WUSC staff to ensure the above mentioned consultancy objectives are achieved and the quality of all deliverables.

The consultant is expected to deliver the following:

  • Comprehensive tailor made digital literacy curriculum for 3 months
  • Secure, conducive and convenient training venue for the students
  • Enough learning resources
  • Evaluation and assessment tools for assessing the curriculum and content effectiveness
  • Conduct assessment and evaluation
  • Participate in meetings

6. Training delivery/Location:

The expected duration of delivery is 3 months with a minimum of 4 contact hours per week.

The students are based in 3-4 different locations within both Kakuma and Dadaab Refugee Camp

7. Qualifications of Consultant(s)

  • Demonstrated knowledge and expertise in computer/digital fundamentals
  • Demonstrated ability to provide services in different areas in the camps (Kakuma and Dadaab)
  • Demonstrated ability to provide tailor made curriculum to the candidates
  • Ability to produce high quality work under tight and fluid timeframes.
  • Demonstrated understanding of refugee context
  • Ability to deliver with minimum supervision

    • Summarized, description of the proposed approach and methodology, including customized delivery approach to the industry, as well as the integration of any ethical standards or gender equality considerations
    • A basic financial proposal with a breakdown of itemized costs for the development and delivery components of the training
    • A comprehensive and detailed work plan and all inclusive budget including taxes i.e VAT, WTH
  • Names and contact information of two references that can be contacted regarding relevant experience or training feedback.
  • A consulting firm profile if applicable
