Title: Digital security advisor
Background
Democracy Reporting International (DRI) is a non-partisan, independent, not-for-profit organisation registered in Berlin. Democracy Reporting International promotes political participation of citizens, accountability of state bodies and the development of democratic institutions world-wide.
DRI is currently recruiting a digital security advisor to work on the security management and adversary services for social media communication activities conducted by DRI under the EU-funded Project.
Objective
Digital security advisor will advise for setting the digital security measures and best practices for safe and effective social media communication platform. In addition to advice on social media platforms and related digital security matters, the Digital security advisor will provide some advice on various digital security matters to ensure safe digital communication across the project, this may include input into communication protocols, review of digital communication policies and reg

Tasks and Deliverables
The expert is expected to
- Advice on the security measures for social media communication and implement in collaboration with the DRI team.
- Regularly check security issues for Facebook page and Facebook groups.
- Advise on the best practices for information security.
- Suggest effective communication output ideas with zero/minimal risk manner, in coordination with communication focal point.
- Suggest the safest ways of communication with audiences.
- Support and set the security protocols for Facebook group members.
- Offer technical support to communication focal point.
- Ensure data storage is safe and secure.
- Develop information security policies and standards in accordance with group guidelines to ensure their successful implementation, including the information security plan.
- To identify information security risks to the project and put in place actions in order to mitigate the risks.
- Provide recommendation regarding information security directions on project activities that are being performed in alignment with security plans and policies.
- Collaborate and support in other matters upon request by DRI team.
Management and Organization
The expert will work together with the DRI team. The expert will be supported in the organization of online consultative meetings with the respective partners.

University degree – Preferably Master’s Degree in the respective field.

At least one or two years relevant professional experience in digital security.

Fluent in written and spoken Burmese preferred, good English language.

Good understanding of Myanmar on-going political context preferred.

Ability to work both independently and as part of a team.

Sensitivity to country political, gender and cultural balance.

PRICE PROPOSAL
The expert must send a financial proposal based on a daily rate. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR (Terms of Reference), including professional fee, and any other applicable cost to be incurred by the expert in completing the assignment Payments will be done on monthly bases as per completed working days.

Evaluation Method and Criteria
Cumulative Analysis:
The candidates will be evaluated through Cumulative Analysis method. When using the weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

Responsive/compliant/acceptable; and

Having received the highest score out of set of weighted combine technical evaluation (70%) and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by DRI for the assignment.

Technical criteria for evaluation (Maximum 70%)

Criteria 1: At least two years relevant professional experience in digital security.

Criteria 2: Demonstrable knowledge in social media communication ideas with zero/minimal risk manner

Criteria 3: Demonstrable experience in information security standards for project activities

Criteria 4: Demonstrable experience in managing Facebook page

Criteria 5: At least 1 years of demonstrated experience working in respective field in Myanmar or similar context
