Position Description

EnCompass LLC is seeking a Digital Learning Specialist to be a member of the Bureau for Global Health, Office of Professional Development and Management Support, Learning and Organizational Development Team (GH/PDMS/LOD) through the Global Health Training, Advisory, and Support Contract (GHTASC). The Digital Learning Specialist designs and develops digital learning solutions for the United States Agency for the International Development (USAID) health sector workforce.

Digital learning solutions will primarily fall under the Professional Development task of Workforce Development and will also impact Organizational Development and Workforce Learning. The purpose of Workforce Development is to strengthen USAID health sector staff capacity to lead and manage health programs by providing resources, sharing knowledge, building capacity, and maximizing learning opportunities.

The Digital Learning Specialist works with subject-matter experts, instructional design specialists, e-Learning programmers, multimedia developers, graphic designers, voice talent, and project coordinators to plan, develop, and evaluate professional-standard interactive learning solutions using a range of authoring tools. The Digital Learning Specialist also backstops the maintenance, support, and updating of the Global Health eLearning Center (GHeL) platform and seeks technology solutions for WFD operations.

FLSA Status: Exempt

This is a full-time role based in a client site in Washington, DC. This position can be fully remote within the US States where EnCompass is currently registered. Candidates located in the DMV area who can attend onsite activities are encouraged to apply. Candidates must be legally authorized to work in the US for any employer without sponsorship.

Position Duties and Responsibilities

Essential functions include:

  • Brings leading-edge thinking, methodologies and approaches to the design and development of e-Learning courses and multimedia
  • Implements course updates and develops new course designs for GHeL courses
  • Leads and contributes to the implementation of secure, cost-effective IT solutions consistent with Federal and United States Agency for International Development (USAID) guidelines and standards to deliver high-impact and interactive digital and blended learning experiences for the health sector workforce
  • Researches, recommends, and collaborates on the implementation of technology solutions for Workforce Development operations, including streamlining onboarding, orientation, and access to external Workforce Learning opportunities
  • Backstops the Sr. Instructional Technology Specialist as the point of contact for the maintenance, support, and updating of the Global Health eLearning Center (GHeL) platform
  • Coordinates with the Sr. Instructional Technology Specialist and USAID University’s administrators to update and publish USAID University e-Learning content
  • Speaks knowledgeably with clients about digital learning solutions and makes recommendations based on adult learning principles and best practices to bring about a robust learning experience
  • Collaborates with team to conduct needs analysis with clients to understand the needs of the organization and identifies solutions resulting in effective and targeted design of learning solutions
  • Designs and contributes to curricula using creative, innovative, and evidence-based approaches
  • Ensures that programs and activities focus on leading and managing in a GH specific context and/or GH specific technical topics, liaising with client subject matter experts where needed to maximize relevance of content and activities for health sector participants
  • Assesses existing and complex learning material from subject matter experts and effectively chunks or breaks down the information into smaller, organized pieces for learners to understand on their own in asynchronous learning
  • Develops dynamic, customized, experiential e-learning courses and multimedia using a variety of technology tools
  • Leads and collaborates on projects from design to implementation and guide projects through the phases of design document, macro, micro, look and feel, alpha, beta, gold, pilot, launch, and evaluation
  • Works closely with subject matter experts throughout the project phases to ensure content accuracy and alignment with learning objectives
  • Partners with internal teams to develop integrated e-Learning and blended programs, fostering a culture of embracing innovative digital learning solutions
  • Assists with the build, maintenance, tracking and data management of the Workforce Tracker.
  • Designs and develops curricula and learning courses as needed
  • Reviews learning evaluation data and creatively addresses opportunities and issues
  • Manages projects from start to finish, including engagement with clients and partner organizations
  • Works within budgets to ensure quality performance and fiscal responsibility
  • Maintains client Learning Management Systems as needed
  • Engages fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass events
  • Other duties as assigned

Position Requirements

Qualifications

  • Master’s and 10 years, Bachelor’s and 12 years, Associate’s and 14 years, or High School and 16 years of professional experience. Degree in adult learning, organizational development, public health, international affairs, international development, or a related field.

Experience and Skills

  • Experienced in instructional design and e-learning development based on experiential, adult-centered learning, and using blended learning and innovative technologies
  • Skilled in developing digital learning solutions and passion for creating e-Learning and multimedia
  • Fluent in e-learning authoring tools and multimedia development software, such as Storyline, Adobe apps, Premiere Pro, Vyond, and Zappar
  • Knowledge of graphic design principles
  • Meticulous attention to detail
  • Knowledge of the principles of learning including adult learning, learning styles, participatory methods, instructional design, Appreciative Inquiry, whole systems design, e-learning and related topics
  • Demonstrated experience working collaboratively with consultants, staff, and teams
  • Able to confidently engage with staff at all levels to define needs and expectations, collaborate on projects with clients and team members, and communicate results
  • Experience working with international organizations, including the UN System, US Government, NGOs, and the private sector
  • Ability to work sensitively in multi-cultural environments and build effective working relations with clients and colleagues
  • Commitment to and experience integrating diversity, equity, inclusion, belonging, and accessibility
  • The ability to obtain and maintain Facility Access
  • U.S. Citizenship or permanent residency required
  • Experience working or living overseas and ability to travel internationally preferred
  • Fluency in language(s) other than English desirable
  • Experience designing and implementing 508 compliant activities preferred
  • Ability to work in an environment committed to appreciative, strengths-based approaches
