The USAID-funded Regional Water and Vulnerable Environment Activity (WAVE) project in Central Asia, implemented by Tetra Tech International Development (www.tetratech.com/intdev), is currently accepting expressions of interest for aDevelopment of an Investment Project Expert.

The contract will be executed remotely from March to September 2023 with the possibility of traveling to Uzbekistan. The assigned tasks will begin on the execution date of the contract for a performance period of 7 months.

Responsibilities:

The international expert on the development of the investment project will work in coordination with the group of national experts’ Team Lead and based on the work done by this group of national experts on siltation issues, silt utilization opportunities, and the technical condition of the Talimarjan reservoir.

The tasks of the international expert on the development of an investment project will include the following:

*Task 1. Based on the reports received from thematic experts, develop at least three Concepts of investment projects and conduct preliminary budget calculations for the proposed Concepts;

*Task 2. Present investment proposals to various stakeholders and receive comments and suggestions:

Present the proposed Concept of investment projects to main stakeholders for comments and suggestions.

Present the proposed Concept of investment projects to potential investors (banks, development partners, investment funds) for comments and suggestions at the round table;

*Task 3. Based on comments and suggestions, as well as based on the interest shown by financial institutions, develop one or two full-scale investment project proposals using the format of the financial institutions.

*Work under the direct supervision of the national expert’s group’ Team Leader and assist the team leader in the preparation of final documents.

*Support to implement other tasks related to the overall purpose of this assignment.

Qualifications:

*Advanced degree in water management, environmental protection, and other related issues.

*Knowledge and skills in sustainable natural resource management, business planning, IWRM, and Nexus approach or other relevant areas are an advantage.

*Minimum five (5) years’ experience in the successful implementation of research and analysis, development of reports, and project (investment) proposals in the following areas:

*Writing investment projects on issues related to water management, environmental protection, management of large water facilities

*Knowledge of the rules and requirements of investment banks and other international organizations in developing the investment projects

*Experience in different countries of Central Asia is an advantage.

*Experience working in thematic experts’ groups and similar projects.

*High sense of responsibility, willingness to take the initiative, excellent communication, and analytical skills.

*Interpersonal and team coordination skills, as well as the ability to work independently under tight deadlines.

*Ability to quickly solve complex problems.

*Computer skills (MS Windows, MS Word, MS Excel), as well as official correspondence skills.

*Professional fluency in written and spoken English language.

*Knowledge of the Russian and Uzbek languages is a plus.
