We are looking for a consultant or company for the development of a Monitoring, Evaluation and Learning system to support the Executive Director unit (EDO).

Background

​​The overall purpose of the assignment is to develop and implement an institutional Monitoring, Evaluation and Learning (MEL) framework and system building on existing systems and practices. This work will allow the Institute to improve its capacity to capture and evaluate progress, results and impact of its work, and ensure continued learning and improvement throughout the organisation.
The MEL framework should aim to ensure detailed analysis, dissemination of information and data, which will contribute to advancing accountability and allowing improved ability to demonstrate of the impact of the Institute’s work.

Duties and Responsibilities

Under the supervision of the Deputy Executive Director, the successful bidder will be responsible for the development and implementation of a MEL system within the Institute, ensuring that the system put in place is manageable and sustainable to continue being implemented by the Institute’s teams. In particular:

  • The successful bidder will provide technical expertise and will design an adaptive Monitoring, Evaluation and Learning framework and system that fits with the Institute’s values, functioning, reporting and learning requirements but will also complement the Institute’s strategic management processes. The Strategic Objectives and associated goals in the Institute’s Strategic Plan 2023-25 will be one of the reference points for this work.
  • The in-house MEL framework and system will include adaptive tools to allow the collection, processing, and consolidation of data, together with. guidelines for oversight and quality control.
  • More specifically, the MEL framework should lead to improved reporting on observable results, outputs and outcomes of the Institute’s projects. These results will help assess and eventually support projects’ individual strategies while assuring the quality of work and overall delivery.
  • The successful bidder will advise and provide methodological support and trainings, in particular to strengthen the internal capacity and ensure that the relevant project staff have the minimum knowledge of MEL tools and are able to capture, store, analyse and report the progress and the results in a consistent way.
  • The successful bidder will work in collaboration with the Institute’s MEL focal points who will insure the internal follow up and will support the efforts in developing the framework.

Profile

  • At least ten years of experience in the monitoring & evaluation of conflict resolution and peace building international programmes and initiatives;
  • Exceptional communication and collaboration skills and a proven track record of working effectively with non-technical staff at all levels;
  • Professional interpersonal and communication skills in English (written and oral), including a demonstrated ability to promote evaluative thinking, facilitate learning, and convey monitoring, evaluation, research and learning concepts to program personnel;
  • Experience researching, adapting and training others to design, develop and use practical and robust MEL tools;
  • Experience with Gender Inclusion initiatives/inclusive evaluation tools, techniques, and practices preferred;
  • Demonstrated experience with analysing and visualizing data;
  • Proficiency in word processing, spreadsheet (preferably Microsoft Access and Excel), and presentation software (Microsoft PowerPoint).

The Institute offers

Consultancy contract from 01/04/2023 to 31/12/2023.
