Development and advocacy of legal acts in the field of housing policy consultancy

The purposes of the consultancy are as follows:

– advocacy of the draft Law of Ukraine “On the Basic Principles of Housing Policy” among Ukrainian and international stakeholders (including the preparation of presentation materials to disseminate the draft law among the population of Ukraine, and cooperation with MPs);

– finalisation of the text of the draft Law of Ukraine “On the Basic Principles of Housing Policy” after the first reading in the Verkhovna Rada;

– development of the text of the draft Law of Ukraine on Social Housing;

– advocacy of the draft Law of Ukraine on social housing among Ukrainian and international stakeholders (including preparation of presentation materials to disseminate the draft law among the population of Ukraine, and cooperation with MPs);

– submission of proposals on the text of the draft Law of Ukraine “On Housing Stock Management”;

– submission of proposals for other regulations in the field of housing policy at the request of the NRC and the Ministry;

– submission of proposals for the implementation of the Unified Information and Analytical Housing System;

– organisation of meetings, events, discussions, etc. on housing policy issues.

The NRC seeks to identify two national legal experts (national context) to form a team that will provide services in accordance with the objectives of the consultancy by providing expert legal analysis, research, technical support, coordination, advocacy in direct interaction with the Ministry for Communities, Territories and Infrastructure Development of Ukraine.

The expert group should be formed in such a way as to assign specific responsibilities to each team member, including:

1. National expert (national context): analysis, research of normative legal acts in the field of housing policy of Ukraine, analysis of international experience in the field of housing policy, development of texts of legal acts, provision of comments and recommendations in the field of housing policy, organization and participation in events.

2. National Expert (National Context): government relations expertise; communication and consultations with stakeholders, members of Parliament and committees of the Verkhovna Rada of Ukraine, public authorities; collection and analysis of comments; advocacy and lobbying of draft regulations; preparation of presentation materials on legislation for distribution to a wide audience and all interested parties; support for changes in legislation in the media.
