Overview of position:

• Our clients Cabo Delgado program in northern Mozambique has been asked to support the restoration of electricity to revive the Cabo Delgado province, reoperation of water projects & renovation of damaged networks, rehabilitation of health centers & hospitals, rehabilitation of the concerned governmental departments to provide employees with the necessary services (electricity, water, sewage, planning & monitoring etc) & cleaning of cities streets & playgrounds from rubbles & to ensure stabilization in all liberated areas, noting the difference between stabilization & rehabilitation.

Role objectives:
The overall objective is to support the our clients stabilization project in Cabo Delgado in specific for designing, supervising, monitoring & undertaking the quality assurance for the construction & rehabilitation different activities:

• The Engineer will review relevant documents & conduct data collection related to the different locations of our clients stabilization project in Cabo Delgado.
• Meeting with relevant authorities on the technical level & align their needs within the implementation phase.
• The Engineer will be responsible for preparing the needed designs, drawings, BOQs & tender documents for the different locations & according to the Civil Engineer’s instruction.
• The Engineer will be responsible for following up the implementation & the site supervision.

The following tasks to be implemented:

• Assist in assessment processes of the targeted locations in order to identify the needed plan including the procedures, items & equipment.
• Assist the program team to perform daily supervision tasks needed to properly implement the project & raise relevant issues to senior supervisor.
• Conduct field visits to the different sites in order to identify issues to be followed by the Senior Engineers & / or to accomplish daily tasks related to the implementation including providing technical advice to the beneficiaries.
• Assist in submission of the required Bill of Quantities (BoQs) of the relevant renovation & construction activities in coordination & cooperation with the technical teams from the govt.
• Participate in pre bid meetings & respond to queries from pot national bidders if related to BoQs & technical specifications.
• Participate in technical review panels for submitted bids & review all bids against the approved BoQs & technical specifications.
• Assist in the supervision all locations of building & provide updates, recommendation to our client accordingly.
• Assist in evaluating, checking & verifying contractor’s measurements on site.
• Assist in construction inspection including inspection of materials, equipment’s to be installed.
• Assist in checking materials received at construction / renovation sites against damages, missing parts & appropriate ratings, ensuring that the materials / equipment provided by the contractor meets our clients requirement & standards.
• Assist in checking construction progress / completion & the corresponding payments.
• Assist in maintaining project construction / rehabilitation records & issue correspondence, certificates, notices & instructions on behalf of our client to the contractor as may be required by the provisions of the construction contract documents.
• Assist the project team in preparing daily & progress reports.
• Follow up on different materials testing & relevant approvals in case needed.
• Inspection of submitted materials & follow up on the approval process till finalized.
• Perform other related duties as may be assigned by the supervisor.

Project reporting:

• This role reports to the Infrastructure Program Team Leader / Civil Engineer.

Key competencies:

• Bachelor’s Degree in a relevant discipline.
• Have at least 3 years of relevant experience in design & tender documents preparation.
• Demonstrated interest & / or experience in civil engineering is required.
• Good interpersonal, networking & communication skills.
• Willingness to contribute & work as part of a team.
• Flexible & open to learning & new experiences.
• Respect for diversity & adaptability to other cultures, environments & living conditions.
• Computer skills (i.e. Word, Excel, PowerPoint, social media & others).
• Fluency in spoken & written Portuguese is required.
• Working knowledge of English is an advantage.

Team management:

• This role has no team management responsibility.

Duration of the assignment:

• Expected duration of the assignment will be 5 months.
• Full completion of assignment is expected within the 6 calendar months from starting of the assignment.

Duty station:

• Pemba, Cabo Delgado province different districts.
