The International Organization for Migration (IOM) in Iraq invites interested companies to submit proposals for the following tender notice, DESIGN/ IMPROVE WEB PLATFORM & DESIGN/ DEVELOP BENEFICIARY APP.

Production Output: Professional full-stack website design for IOM’s Enterprise Development Fund (https://edf.iom.int/)

Duration of Assignment: 2 months

Organizational Context and Scope: Since 2018, IOM Iraq has been supporting the business expansion of Small and Medium Enterprises (SMEs) and job creation through the Enterprise Development Fund (EDF) and is now expanding the programme to other countries. The EDF has supported more than a thousand SMEs so far, using a catered approach to select SMEs from various sectors and regions, and financing SMEs through cash grants. The EDF seeks to overcome and strengthen the vulnerable market conditions in post-conflict and recovery settings such as a lack of credit, low wages, and damage from conflict, by facilitating employers to hire greater numbers of workers and pull more job seekers into the formal wage economy.

IOM is looking for a professional Brand Identity (BI) company that would work with IOM on developing a fresh, energetic, and engaging brand identity for Enterprise Development Fund that increases visibility to business owners, stakeholders, partners, and donors. This would include two main deliverables: a re-designed website (domain at https://edf.iom.int/) and a publishable storybook containing the stories of the businesses supported by the EDF. The first deliverable would include both a global EDF site as well as country-specific sites and the second concerns only EDF activities in Iraq. As part of the design of the website and storybook, the BI company will also provide a brand identity guide, including colors, fonts, logos, illustrations, and any other materials developed during the process of web design.

We are looking for designing a new website (backend and frontend) with integration with IOM’s in-house system and working closely with IOM’s in-house back-end engineers on designing a website that is compatible with the existing server and domain. The website would primarily serve three functions: firstly, providing an overview of the EDF programme in general, including its objectives, results, and other information from a global perspective; second, providing country-specific sites (initially two, Iraq and Pakistan) which include country-specific information on the different EDF programs, achievements, scope, and past publications, as well application page where the interested businesses can apply to the EDF grant; thirdly, for the EDF Iraq page, to tell the stories of the businesses that EDF has supported using videos, photos, and written stories, under the campaign name ‘Made in Iraq’.

SCOPE OF WORK AND RESPONSIBILITIES

RESPONSIBILITIES

The scope of work will include the following responsibilities:

Re-structure of EDF Website (EDF global, EDF Iraq, EDF Pakistan) including an optimized mobile version.

The service providers will work on the front-end and back-end development of the website by integrating with IOM’s in-house system and closely working with the IOM back-end developers, considering that IOM uses PHP programming language for coding the back-end development should be in PHP as well.

SCOPE OF WORK

• Analyze the old website (edf.iom.int), create a plan based on the proposed changes from IOM

• Restructure the EDF Website and redesign based on inputs from IOM; the redesign should also allow for the addition and editing of content later by IOM

• Come up with a brand identity for the new website and publications, including color schemes, fonts, themes, illustrations, styles, etc., and provide demo options to IOM. The new website should also be mobile-friendly, designed, and optimized so that every user irrespective of the type of mobile devices they use, gets a good user experience from the site (Note that IOM has its internal branding guidelines, which the service provider should adhere to, with some degree of flexibility upon discussion with IOM).

• Design animated objects that could be used on the website (factories, works, machines, and others)

• Design the mobile version of the website that is optimized for mobile use.

• Include pop-up messages throughout the website as requested by IOM

• The service providers can request a meeting with IOM to better understand the assignment

• The service provider is in charge of delivering the deliverables above and providing realistic estimations of duration and cost.

Under the scope of this assignment, upon the receipt of the first draft, IOM reserves the right to request five rounds of content revisions from the service provider, excluding edits needed because of technical errors from the service provider’s side.

The entire production process should be carried out in close consultation with the requesting unit in IOM Iraq, which is the Livelihoods Technical Team, and with the Public Information Unit as needed.

TECHNICAL REQUIREMENTS

• The company selected to provide graphic design services for IOM Iraq will work remotely and be responsible for its equipment and software.

• Professional tools (e.g., Adobe Creative Cloud suite) should be used to create designs.

• All designs created should be original, high‐quality products.

• All products designed should adhere to IOM’s branding guidelines, which will be provided.

• Design files should be provided to IOM colleagues upon request, and copyright will be retained by IOM.

ELIGIBILITY AND SCORING

EXPERIENCE

To be eligible for consideration, interested service providers should have staff who demonstrate the following qualifications:

• Portfolio, business profile, and team composition is requested.

• Proven experience in website design, specifically UI and frontend development. Examples of previous work to be provided.

• Proven experience in graphic design. Examples of previous work to be provided.

• Proven experience in Website Development using PHP.

• Proven experience in Mobile Development.

• Proven experience in front-end frameworks/tools.

• Experience in developing websites and graphic design works for well-known companies, newspapers, journals, NGOs, and UNs is preferred.

RESERVATIONS, CONFIDENTIALITY, AND INTELLECTUAL PROPERTY

IOM reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/output is incomplete, not delivered, or for failure to meet deadlines. In the event of the service provider ending the contract prior to delivering all agreed-upon products, a portion of the payments shall be returned to IOM. The service provider undertakes to maintain confidentiality on all information that is not in the public domain and shall not be involved in another assignment that represents a conflict of interest with the prevailing assignment. The service provider shall undertake to refrain from promoting any political or religious beliefs in the e‐learning course and training materials which is the subject of the contract.

All intellectual property and other proprietary rights including, but not limited to, copyrights and ownership of data and content resulting from the performance of the services shall be vested in IOM, including, without any limitation, the rights to use, reproduce, adapt, publish and distribute any item or part thereof.

GENERAL REQUIREMENTS

Working closely with IOM, the service provider must abide by the following general requirements:

• All work must be completed as per the IOM’s technical specifications

• IOM will own copyright for all materials developed. All source materials and editable files for the developed products must be delivered to the IOM upon request and/or completion of the relevant design project.

• The service provider must not share any materials developed within the scope of this assignment externally, including in the company portfolio or social media platforms, without prior written consent from IOM.

• All rates must be all-inclusive and include all charges connected with the services offered.

Proposal scoring

• The work experience presented through a comprehensive portfolio will be evaluated to assess the quality of the company’s work [30 points].

• Experience and qualifications of the team proposed to deliver the work by the company. This part of the evaluation will be based on the CVs of the individuals comprising the team that need to be shared by the firm in their proposal [10 points];

• Experience in developing sites using PHP coding language [30 points];

• Timeline to deliver the objectives of the assignment based on the deadlines provided in this document [10 points];

• Experience working in the related industries, such as journalism, UN, NGOs, etc., producing high-quality outputs [10 points]

• The financial offers of the service providers, considering realistic costs and details [10 points]
