Oxfam is an international confederation counting 19 organisations working together with partners and local communities in more than 90 countries. Oxfam has been working in the Occupied Palestinian Territory (OPT) since the 1950s; a country office was established in Jerusalem in the 1980s. Oxfam mainly works in the most vulnerable communities in Gaza, East Jerusalem, and Area C.

2. Background

The Women, Peace and Security (WPS) is implemented until 2025 through a consortium with other implementing NGOs, including the Palestinian Initiative for the Promotion of Global Dialogue and Democracy (MIFTAH), Women’s Centre for Legal Aid and Counselling (WCLAC), and War Child. Oxfam partners with TAM (Women and Media Development) in the West Bank and CFTA (Culture and Free Thought Association) in Gaza. This program centres on structural inequalities and violence against women and girls in oPt. Within a context of a shrinking civil space, particularly for women’s rights organisations, fragmented and outdated legal protection mechanisms, divisions between Palestinian political factions, and continued violence perpetrated by the occupying power. Women and girls suffer from a double jeopardy: social and economic limitations from traditional gender roles and social norms, and, from structural inequalities and violence due to the Israeli occupation. Women’s political participation towards these issues remains significantly limited. This project therefore aims to ensure that the priorities and rights of Palestinian women and girls are central to peace and security decisions at local, national, and international levels, thus enabling them to speak up for their rights and contribute to a gender-just and inclusive society.

The project aims to increase the contributions of civil society to an enabling environment that empowers Palestinian women and girls to combat violence and uphold their agency in state, security and peacebuilding processes in line with the Ministry of Foreign Affairs (MoFA) WPS Policy Framework and the Palestinian national priorities of the WPS agenda and 1325 National Action Plan.

3. Purpose of the consultancy

Oxfam is planning to deliver a high-impact public campaign to be launched in the second half of 2024. To ensure the campaign’s success and to achieve maximum impact that reaches the target audiences, Oxfam is seeking a highly-skilled r consultant with experience in delivering outstanding campaign and communication strategies and products in the field of WPS.

  2. Campaign strategy
  • Conduct preliminary consultations with Oxfam to discuss the assignment, scope of work, and roles and responsibilities
  • Conduct brainstorming sessions with involved stakeholders from Oxfam, partners, etc. to determine campaign objectives/goal, audience, key messaging, etc.
  • Based on the brainstorming session, craft a clear and compelling campaign strategy including:
    • Campaign objectives/goal, audience, key messaging, etc.
    • Campaign design must include specific objectives and a wide range of tactics (incl.but not limited to policy paper, press release, advocacy and public engagement/digital media).
    • Support in writing of policy paper in close coordination with the OPT team and Oxfam affiliates.
    • A detailed action plan/roadmap that outlines specific steps and timelines to achieve the campaign goals and for implementing various communication and media initiatives
    • All measurable objectives to evaluate the campaign’s success
    • Communication and outreach strategy, including the most suitable communication tools and channels to engage targeted audience and stakeholders effectively
    • Campaign budget

4. Campaign communication and media materials

  • The consultancy will develop a captivating campaign narrative that effectively communicates the campaign’s key messages and objectives to diverse audiences.
  • Craft campaign messaging based on audience analysis using evidence-based approaches and principles of effective communications to ensure maximum impact and resonance, aligned with the campaign goals and strategy
  • Contribute to Design and produce a range of campaign materials in line with the campaign goals and narrative that effectively communicate the campaign’s key message and objectives to the target audiences and identifying the most suitable communication, tools, and channels (both digital and traditional for dissemination. for example:
    • Short impactful videos
    • Visually appealing graphics

Compelling stories

  • Photos
  • Etc.

All products will be designed in coordination with the OPT Media and Communications team as well as partners or Oxfam affiliates and will be aligned with Oxfam’s branding, media guidelines and policies, a risk analysis, and the campaign strategy.

5. Support the campaign launch

  • Coordinating the campaign launch together with Oxfam different teams.
  • Contribute on preparing monitoring and evaluation tools for the various campaign components in close collaboration with Oxfam MEAL staff.

6. Language

All documents should be prepared in English. Media content should also be produced in Arabic and English.

7. Timeframe and Commitment

The assignment is expected to be completed over the second half of 2024. Applicants are requested to indicate in their offers the required number of days broken down by deliverable / activity versus cost, in addition to the team size involved.

8. Essential skills and qualifications

The ideal consultant will have at least 7-10 years of relevant experience. The consultant should have the following skills and competencies:

  • Strong technical experience and educational background in gender and specifically the WPS agenda, especially in the OPT context
  • Demonstrable experience and proven track-record working on impactful campaigns with civil society organizations
  • Strong networks and experience collaborating with local and international actors and stakeholders related to WPS
  • Ability to work with a diverse team, with multiple stakeholders, and under pressure to produce agreed deliverables in a timely manner.
  • Commitment to and understanding of Oxfam values and principles.
  • The consultant must be collaborative, willing to share thoughts, and ideas, and adapt to constructive criticism.
  • Fluency in Arabic and English

9. Financial proposal

The Financial proposal should contain the following information:

  • Budget breakdown; prices should be valid for 120 days from date of submission.
  • The submitted offers should be in Euro including VAT. The tendered should be able to issue an officail Vat invoice in addition to valid deduction at source certificate or will deduct a percentage from the final payment (according to Palestinian Taxation department & laws.
  • Prices include all types of expenses such as transportation per-diem, calls, … etc

10. The received offers will be assessed upon the criteria below:

  • Experience with designing impactful campaigns other international NGOs of a similar Oxfam volume in similar tasks 15%
  • Qualifications, skills, and experience of key personnel engaged in the program10%
  • Meeting technical specifications (quality, methodology, etc…) AND Level of understanding of work/service 25%
  • Ability to meet delivery dates AND Reliability of plan proposed 5%
  • Price proposal of Services in accordance with the request (budget) 30%
