Deputy Subgrants Manager

Position Summary

This position is responsible for oversight of sub-award management, from donor application through sub-award closeout, contributing to and monitoring the effectiveness, efficiency, and adequacy of the subgrant administration policies, procedures, and processes. The incumbent supports the assessment, design, and implementation of appropriate business process improvements based on recommendations provided by the NDI strategic priority initiatives related to effective subgrant management.

Essential Accountabilities/Responsibilities

  • Responsible for training, building, and managing a strong team of subgrant professionals to support the NDI subgrant process at headquarters and regional field offices.
  • Contribute to the professional development of the subgrant department staff and assist the Senior Subgrants Manager in the preparation of their annual performance reviews. Assist with interviewing, and hiring new staff as needed.
  • Contribute to the design, implementation, and monitoring of the effectiveness and adequacy of the subgrant administration policies, procedures, and processes both at headquarters and regional field offices.
  • Establish and maintain effective working relationships with all staff that focus on finding solutions, mentoring, timely feedback, collaboration, and diplomacy and tact.
  • Establish and maintain effective working relationships with all NDI staff that focus on finding solutions and a collaborative work approach.
  • Assist the Senior Subgrants Manager with the subgrant policies and procedures updates, and process mapping.
  • Monitor the effectiveness and adequacy of the subaward administration procedures and suggest improvements. Work with the manager on the implementation of improvements/tools as needed.
  • Ensure effective workflow by monitoring subgrant agreement issuance. This would include but is not limited to meeting deadlines and maintaining internal trackers.
  • Analyze and interpret donor agreements, rules, and regulations applicable to subawards. Ensure the timely processing of subaward closeouts.
  • Review subaward packages prepared by Subgrant Administrators, assuring quality, accuracy, and compliance with donor and organizational guidelines.

Peripheral Accountabilities/Responsibilities (Non-essential)

  • Provide NDI staff with capacity strengthening; training regional and functional staff on subaward administration.
  • Participate in cross-functional initiatives as needed.
  • Perform other tasks as assigned.

  • Incumbent serves as a resource and provides guidance to lower-level staff.
  • Incumbent regularly interacts with staff at all levels within NDI.
  • Incumbent regularly interacts with NDI partners, funders, and other stakeholders.

Required Qualifications

Education

Bachelor’s degree in Accounting, Finance, or Business Administration, or related field.

Experience

  • Six years of experience with the administration of USG and non-USG contracting and grant-making, procedures, regulations, and policies required.
  • Experience with USAID is required. Experience with the Department of State, and other international development donors is highly desirable.
  • Supervisory experience.

Knowledge, Skills, and Abilities (KSAs)

  • Strong knowledge of international grant, budget, and accounting procedures, particularly in resource-constrained countries.
  • Strong knowledge of OMB Uniform Administrative Requirements, 2 CFR 200.
  • Strong knowledge of USAID rules and regulations.
  • Ability to research, analyze and interpret government regulations.
  • Ability to work both independently and as an effective team member.
  • Demonstrated critical thinking and analytical skills, as well as the ability to handle complex situations and demonstrate sound judgment and problem-solving.
  • Attention to detail and commitment to excellence demonstrated by the delivery of quality and timely outcomes.
  • Demonstrated capacity to identify risks and propose solutions.
  • Demonstrated ability to develop and implement effective strategies and tactics for accomplishing assigned duties.
  • Strong oral and written communication skills, including the ability to communicate effectively and project a professional image when giving and taking information in writing, in person, and through various communication media. The ability to present to varying-sized audiences in a manner that influences and drives understanding is highly desired.
  • Excellent interpersonal skills and cultural sensitivity to interact effectively and diplomatically with individuals at all levels of the organization, as well as externally both domestically and internationally
  • Leadership skills with demonstrated knowledge and understanding of staff management practices and processes and the ability to establish accountabilities and expectations and manage performance to achieve results.
  • Ability to implement business processes in a decentralized environment.
  • Action-oriented with a high level of initiative and an advanced level of proficiency in the ability to multi-task and prioritize; manage time, perform project management, problem-solving, and organizational skills; and flexibility to adapt and respond to shifting priorities.
  • Proficiency in Microsoft Office to include Word and Excel; proficiency with accounting software. Knowledge of Google Suite tools preferred.

Work Environment

This position generally is performed in an office environment and may be suitable for partial telework. Occasional evening and weekend work may be required.

  • Seeing-to effectively use a computer screen and for reading and interpreting printed materials, memos and other paperwork.
