Organisation Background:

Founded in 2011, the International NGO Safety Organisation (INSO) is an international non-governmental organization that supports humanitarian aid workers by establishing safety coordination platforms. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations and training. INSO provides daily support to more than 1000 NGOs operating in 16 countries. INSO is registered in the Netherlands with its headquarters based in The Hague, the international city of peace and justice.

INSO Mozambique:

INSO is opening its first program in Mozambique to enhance and preserve the safety of staff employed by NGOs offering humanitarian and emergency assistance to the people living in the northern and central regions of the country. By joining INSO Mozambique you will be supporting the humanitarian programs working to help the people that have been displaced and lost their livelihoods, through the provision of high-quality security advice and analysis that ensure safety of all partners in a drastically changing environment.

Job Summary:

The Deputy Safety Advisor works with the Safety Advisor (SA) to fulfil INSO’s core mission of helping NGOs understand the context in the region and to mitigate risks. The Deputy Safety Advisor is involved in information collection and data input, security analysis and reporting, networking with various stakeholders, among other areas. Moreover, this position supports the SA in the effective establishment and management of an extensive local information network.

Main Duties and Responsibilities:

• Collect and verify incidents and events in the region that relate to the safety of NGO workers operating in the area.
• Manage and update incident databases to ensure the organization’s records are accurate and complete.
• Assist the Safety Advisor to prepare and issue regular reports, area assessments, and other INSO products requested by the aid community.
• Work with the Safety Advisor to analyze the operating environment and identify trends.
• Attend regular humanitarian coordination meetings to build relations with partners and remain up to date on humanitarian activities in the area.
• Use data and databases to create charts, data visualizations, and maps.
• Work with the Safety Advisor to identify, hire and train field monitors for the purposes of ensuring robust and even information collection.
• Translate relevant communications from local language(s) into English and vice-versa.
• Support the Safety Advisor to plan trips to meet with stakeholders.
• Support the Safety Advisor to assess regional risks.
• Together with Safety Advisor, build relations and engage with UN actors, NGO partners, local authorities, and local communities to understand community

Mandatory Requirements:

• Degree or equivalent certification in one of the following: Conflict Studies, Political Sciences, Journalism, Security Studies, or any other relevant fields. Alternatively relevant technical/military/police/security management courses/training
• Professional working proficiency in English and Portuguese with excellent writing skills in both.
• Willingness to frequently travel around the region.
• A good understanding of NGO safety best practices and a willingness to learn.
• A proven ability to develop and maintain working relationships with partners, government, and military in the northern region
• Excellent computer skills and knowledge of Windows and Microsoft Office programs
• Previous experience with or demonstrated capacity to learn how to work with data analytics tools.
• Experience providing security analysis and risk management in the Cabo Delgado region

Preferred Characteristics:

• 3 years or more prior experience with security and/or project management, preferably with NGO
• Proficiency in languages native to the region are a plus
• Experience in drafting situation reports and short security briefings.
• Capacity to work with minimum supervision and maintain high level of engagement.

12-month renewable contract. Salary based on INSO grading scale.
