POSITION SUMMARY:

In collaboration with the Regional Director and the Africa Regional team, coordinate and oversee administrative and technical implementation of programs in Africa as well as lead program development efforts. Facilitate communication between field programs and headquarters staff to efficiently support program development, field operations, headquarters requirements and donor needs. Provide day-to-day administration of assigned programs. Act as designee for the Regional Director, in his/her absence.

PRINCIPAL RESPONSIBILITIES:

  • Takes on specific projects, beginning to end, with decision-making responsibility to achieve project goals. May provide day-to-day administration of assigned programs within region. Travels to program sites as designated by Regional Director, as necessary to support field staff and development needs. Implements specific programmatic and/or regional action plans in collaboration with the Regional Director.
  • Program Development – program/proposal/budget development (~65% including Representation and Communication)

    • In collaboration with the Regional Director identify funding potential for the region within the parameters of the Project HOPE strategic plan. Work closely with business development units.
    • Plays a key role in program proposal development including interaction/facilitation of programmatic and technical support staff to ensure timely completion of proposals, interaction with donors/ sponsors, etc. Coordinates budget development and participates in proposal/grant writing as requested.
    • Travels to program sites as designated by Regional Director and Country Teams, as necessary.
  • Program Implementation – Program/project monitoring, problem identification and resolution (~40% including Financial and HR Management)

    • Prepares with Country Teams, written documentation of programmatic status and activities – i.e. quarterly/annual reports for use by HOPE constituents – HOPE staff, donors, sponsors, community groups, governmental bodies, etc. Coordinates with field staff and the development office to provide accurate and timely promotional and factual representations of regional programs and projects.
    • Prepares/draft program or regional documents and correspondence including, but not limited to memorandums of understanding, program/contract scopes of work, basic agreements, etc.
    • Performs program analysis and review in association with Country Teams to ensure programs are meeting stated objectives, to assist in problem identification and resolution and to aid in the efficient functioning of programmatic activities.
  • Financial Management and Human Resource management/team building

    • Assists in programmatic human resource management/supervision tasks including, but not limited to, interviewing and selection of program staff, orientation for new hires, debriefing of separating staff, as well as line management as requested.
    • Collaborates with the Regional Director and Country Teams in the development of regional strategies and objectives, and, as appropriate and requested, in the development of program and project budgets.
    • Leads/co-leads compliance initiatives across the region
  • Organizational Representation and Communication

    • Work closely with the Regional Director to maintain standard in program activities, communication on personnel for regional needs and provide HOPE Center support.
    • Facilitates communications with the field and headquarters team; serves as a resource person to staff in the field and helps triage/prioritize issues for the Regional Director; handles routine correspondence and resolve minor administrative/programmatic issues with Country Teams.
    • Represents the Regional Director as needed with internal and external stakeholders.
    • Maintains ongoing communication with stakeholders, to provide updates on the program activities and nourish interest in Project HOPE.
    • Represents the region to outside groups – including donors/sponsors, governmental funding agencies, community groups, etc. in absence/at the request of the Regional Director.
  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS:

  • Medical Doctor with master’s degree (or higher) in Public Health or Social Sciences;
  • At least 10 years’ experience in managing complex public health programs or programs of similar scope and size;
  • Strong technical knowledge in HIV/AIDS, TB, other infectious diseases including Pandemic Response, Health Systems Strengthening, Quality Improvement/ Quality Assurance;
  • Proven track record in driving strategic growth for organizations Strong management skills, strategic vision, leadership qualities, professional reputation, ability to create synergies where applicable, interpersonal skills, and written and oral presentation skills to fulfil the diverse technical and managerial requirements of the project description;
  • Extensive field experience
  • 15+ years of experience working in sub-Saharan Africa
  • Professional level of oral and written fluency in English language.
  • Demonstrated strategic planning, staff development and capacity building experience; and
  • Experience with PEPFAR, USAID, CDC and USG rules and regulations is a must.
  • The successful candidate will be collaborative, seeking win/win solutions, be able to set strategy as well as roll-up his/her sleeves to support strategy implementation
  • Ability to travel up to 50% of the time.
  • In addition to English, fluency in one other official African Union language is required; a third language indigenous to Africa is a plus.
  • Strong interpersonal and communication skills and the ability to work effectively with field and home office staff to ensure quality and productivity.
  • Demonstrated communication skills, verbal and written. Writing skills should include memorandum of understanding, proposal/grant writing, and routine program status and activity reports.
  • Strong financial management skills and capabilities, and strong analytical skills.
  • Proficiency with computers, both in word processing and spreadsheet programs, with presentation and report writing capability.
  • Able to manage multiple priorities, function as team/project leader, and work with a minimum of supervision and direction.
  • Think creatively and critically about programs and activities, in order to challenge the status quo and promote continuous improvement.

  • While international travel is not a regular part of every job, programmatic needs may require it intermittently.
