PSI harnesses the vitality of the private sector to address the health problems of low-income and vulnerable populations in more than 50 countries across the globe through programs in water, sanitation, and hygiene (WASH), malaria, reproductive health, noncommunicable diseases, and HIV. This includes 20 years of extensive experience in over 20 countries creating markets for household water treatment products and 10 years of landscaping, analyzing, designing, and implementing market-based sanitation interventions in 14 countries in Asia and Africa. Since its founding, PSI’s approach has evolved to primarily focus on helping local institutions and private actors shape markets themselves, with PSI providing technical assistance, coordination, and facilitation. Underpinning our work is PSI’s expertise in user-centered design, social marketing, social franchising, behavior change communication, and supporting the engagement and capacity development of the private sector to deliver to customers products and services that they want to use.
PSI seeks a Deputy Project Director for an anticipated 5-year USAID-funded Indonesia Urban WASH Market (IUWASH). The project aims to advance Indonesia’s development goals in growing local markets for WASH products and services in the country’s vulnerable urban areas. The Deputy Project Director will lead activities to enhance the viability of WASH businesses and increase the availability of affordable, desirable WASH products and services to underserved market segments.
The Deputy Project Director will work with the Project Director to provide oversight for implementing the three results areas: (1) Creating a supportive business environment for the private sector to deliver products and services, (2) Enhancing the viability of WASH businesses, and (3) Changing behaviors to increase demand and support the consistent use of WASH products and services. The Deputy Project Director will also ensure project deliverables are delivered on time and within budget, supervise personnel, and ensure that the project is coordinated and collaborated with the project team, PSI network member leadership team, government officials, and other national stakeholders in Indonesia, where the project is implemented. Support alignment of the project with PSI’s global strategic priorities, the project’s priorities, and as well as national and regional priorities, strategies, policies, and interventions. Ensure the project operates with minimal financial, contractual, and reputational risk.
Responsibilities****Your contributions
- Manage project staffing, roles, responsibilities, and staff professional development. 20% of the Time
- Develop and manage a team with diverse backgrounds, including finance, sales, marketing, business development, monitoring, evaluation, and learning, to successfully co-create and support sustainable models for water and sanitation.
- Manage project finances, including oversight of the development of budgets, tracking of spending, financial projections, and financial reporting. 15% of the Time
- Ensure the effective use and coordination of USAID resources and the compliance of the financial systems and controls with USAID and PSI standards. Ensure sound financial management, including programmatic budgeting, spending projections, and monitoring in compliance with USAID standards
- Manage project results, including support and oversight to senior country program staff in programmatic, technical, and financial execution of project activities. 15% of the Time
- Provide technical oversight on all Market Systems Development (MSD) activities and the associated technical teams.
- Ability to perform internal control functions to manage day-to-day operations of the projects
- Oversee project compliance with donor and PSI policies, including subaward management. 15% of the Time
- Ability to manage agreements and all necessary programmatic and financial reporting requirements, including sub-grants management.
- Develop strategic approaches and workplans to achieve project deliverables. 10% of the Time
- Develop strategic approaches and work plans to enhance the viability of WASH businesses and increase the availability and demand for WASH products and services following a market systems development approach. Support the project team in designing and implementing a sanitation project that includes strengthening private sector engagement, developing the sanitation market, and accelerating key sanitation behaviors.
- Oversee and lead product technology and R&D activities, service and business model selection, and social behavior change activities. Support engineering and market systems development teams at the national level and supervise teams at the city level. Lead the delivery of sustainable solutions for increasing demand and supply of sanitation products and services, including sales and marketing, research on existing markets, and barriers to growth.

- Relationship building and engagement with donors and internal and external partners at the national level. Represent the project at internal and external fora. 10% of the Time

- Contribute to and oversee communications, thought leadership, and knowledge management. 5% of the Time
- Contribute to sanitation knowledge management, specifically coordinating internal and external communications and ensuring documentation of learnings.

Qualifications
What are we looking for?
· Master’s Degree (or international equivalent) in a related field such as an MPH, MBA, MSc, MHA, MPA, Engineering, or equivalent
· Minimum 7 years of successful, related experience as a Deputy Project Director for a project of similar magnitude and complexity in developing countries. Five years of experience in the sanitation sector or providing technical assistance to improve sanitation sector performance.
· At least 3 years of progressively responsible supervisory experience, including direct supervision of staff; quality evaluation of staff performance and deliverables. Ability to successfully recruit, train, develop and manage staff.
· At least 5 years of experience in successful program management for health projects in low or middle-income countries (LMIC) preferred, including managing complex, multi-activity projects with a significant focus on market-based approaches.
· At least 3 years’ experience in the relevant technical field of the project preferred.
· At least 3 years’ experience living/working in an LMIC preferred.
· Excellent diplomatic skills: a demonstrable understanding of sector issues in Indonesia (or similar context) and demonstrated skills in effectively negotiating with host governments, donors, UN agencies, other USAID projects, local organizations, and partners at high levels.
· Ability to manage teams effectively. Excellent employee development and management skills. Knowing when to coach, advise, and provide specific direction.
· Knowledge of relevant funder regulations; USG grant implementation is preferred.
· Innovative thinking, analytical and problem-solving skills that lead to practical, effective delivery strategies to accomplish project activities, outputs, outcomes, and impact.
· Organization and attention to detail.
· Financial and budget management.
· Excellent knowledge management skills; interpersonal and communication skills, both oral and written.
· Capacity to effectively deal with and resolve conflict.
· Fluency in English is required.
