INTERSOS

  1. Main objective:

 

(i) Support the Program Manager in the relevant governorate in project cycle management of the assigned projects (kick off meeting, planning, implementation, reporting, monitoring, and project closure activities) .

(ii) Contribute to financial planning, procurement, reporting and monitoring of project activities under the supervision of the Program Manager.

(iii) Ensure logistical, administrative, and financial needs are met

(iv) Facilitate coordination and communication between all units and departments at field level particularly with Operation Managers, and between Erbil and bases, and with external stakeholders

 

  1. Responsibilities/duties:

(i) Planning, implementation and monitoring of the project’s activities

  • Contribute to the submission of new projects to donors (proposal narrative, budget, assessments etc.)
  • Coordinate with all departments (MEAL, Finance, Logistics, HR, Security, etc.) and prepare the tools and documents for new projects (PATs, IMP, M&E tools etc.). Regularly review the tools and keep them updated in case of project modifications.
  • Prepare and carry out kick-off and closure meetings with all relevant departments and external stakeholders as assigned by the line manger
  • Ensure new staff receive induction and work equipment;
  • Undertake regular field visits to the project locations to monitor well being, work environment and compliance to INTERSOS code of conduct, rules and regulations
  • Support the development, implementation and evaluation of the mission strategy and program providing inputs and recommendations for new and ongoing interventions in the country.
  • Ensure the implementation of decisions taken with the Program Manager in all field bases.
  • Support needs assessment/ad-hoc mission, in coordination with Technical team and other colleagues, and provide recommendations to INTERSOS management.
  • Support in the preparation of donor reports particularly for the projects related to the governorate.

 

(ii) Contributing in financial planning, procurement and reporting of project activities under the supervision of the Program Manager.

  • Prepare, manage and regularly update the financial plan (actual spent, outstanding payments, planned spent) of all projects implemented and in coordination with the managers and officers.
  • Ensure compliance of the financial plans with mission forecasting by using mission tools (cost recovery)
  • Proactively suggest changes or no-cost extensions to the program managers and reallocation of expenditures / salaries in order to reach 100% spent
  • Highlight any challenges and forecasted over- or underspending while considering donor compliance, to the Program Managers.
  • For projects implemented across several governorates, carry out regular coordination meetings with other Deputy Programme Managers to monitor and review levels of spent and planned expenditures.
  • Consolidate financial plans of all relevant governorates
  • Prepare the procurement plan, and coordinate with the logistic, administration and finance staff to procure all equipment, supplies and materials required to implement the project activities, upon approval of the Program Manager.

 

(iii) Ensure logistical, administrative, and financial needs are met

  • Supervise the use and keep updated records of the project resources at field level.
  • Provide guidance and advice to managers and officers to raise the PRs (purchase request) and ensure compliance with the financial plans as well as liaison with Operations department to ensure efficient and timely delivery of goods and services
  • Weekly submission of liquidity requests in coordination with operations, programs, and IMP
  • Weekly completion of movement plan
  • Monthly check of the list of expenditures (journal) and payroll journal
  • Support the operations department in keeping track record of audit-relevant support documents

 

(iv)Facilitating the coordination and communication between all units and departments at field level, and between Erbil and bases, and with external stakeholders

  • Establish and maintain collaborative relations with relevant donor officers, local authorities, local institutions, partners, project stakeholders and other organizations working in the project areas.
  • Participate in meetings with relevant donor officers, program and financial at both management and field level.
  • Facilitate field visits by donor missions,
  • Proactively participate in relevant coordination meeting at national, regional, governorate and field level, as required.

 

(v) Support the Program Managers in any other tasks are required, and act as Program Manager for limited tasks or time period as per programme needs


 

  1. Minimum of 4 years of management experience in the humanitarian sector
  2. Previous experience in project management
  3. Experience in budget management and preparation of financial plans.
  4. Experience in logistic procedures and procurement processes.
  5. Experience in reporting and analysis of the data, monitoring the progress of the project.
  6. Ability to work independently and under pressure.
  7. Ability and willingness to travel across the assigned project areas at short notice and spend extended periods with communities.
  8. Strong diplomatic, interpersonal, listening and communication skills.
  9. Strong IT knowledge and skills.
  10. Fluency in Arabic and English is mandatory. For the position in Erbil, fluency in Arabic, English and Kurdish
