Job Purpose

The ESSN is the largest humanitarian programme in the history of the EU and the largest programme ever implemented by the IFRC. As of January 2021 IFRC/TRC are supporting more than 1.8 million vulnerable refugees in Turkey, home to the largest refugee population in the world. Even though the focus of the ESSN is to support basic needs of families. it also aims to refer people to protection services and livelihood opportunities. The ESSN puts people in the center; giving them the freedom to pay for what they need most. By ensuring predictable and regular assistance, refugees can make more informed choices to prioritize their needs, have a sense of normality and take control of their own life again. Monitoring, evaluation and community engagement are core pillars of the ESSN programme providing critical dialogue with the affected population and effectively informing situational and vulnerability analysis, that in turns informs the design, advocacy and implementation of the ESSN.

The Deputy Operations Coordinator is responsible to support the Operations manager in the effective delivery of the ESSN programme. They will lead significant operational components of the ESSN and be responsible to guide strategic projects relating to monitoring, evaluation and community engagement. Leading a team of technical experts the Deputy Operations Coordinator will also work closely with IFRC learning and capacity support unit, TRC senior management and relevant external partners to ensure effective and timely delivery of programme objectives.

The key purpose of the job is:

  • To support the operation manager to allocate IFRC resources to appropriately deliver the ESSN programme until March 2022.
  • To provide strategic and day-to-day management to the Monitoring and Community Engagement units. Including advise the Operations Manager on assigned functions and duties as required.
  • Coordinate closely with TRC counterparts and guide strategic operational decisions relating to programme deliverables.
  • Coordinate across units and other IFRC programmes being implemented as part of Turkey International Appeal for the Population Movement Response and Country Operational plan where IFRC is aiming to have a large portfolio of projects in the coming period.

Job Duties and Responsibilities

ESSN Programme and Development

• Advise the Operations Manager on ESSN programme monitoring and evaluation in the Turkey delegation

• Ensure the close links between the information management tools developed and how they are used to contribute to project monitoring activities with close collaboration of the IM delegate.

• Provide strategic leadership to ensure process and tools developed with TRC are fit for purpose and resources are available to deliver as per the demands of the programme.

• As part of the senior ESSN programme team, support coordination between IFRC technical team leaders (PMER, Field coordination, Cash Transfer, Community Engagement & Accountability, Protection, Gender & Inclusion and other relevant workstreams) and other units within the Turkey delegation.

• Support IFRC and TRC teams In developing and or implementing operational standards, tools and procedures that ensure quality, consistency and awareness of the ESSN programme.

• Support the Operations Manager to emphasise importance of TRC capacities through capacity support activities in different learning areas and harmonization with IFRC standards in coordination with relevant departments

• Support the Operations Manager to advise TRC’s Senior Management and Operational Teams to strategically position itself and increase visibility through the use of social media and other community engagement activities

• Ensure continuous and regular programme updates and guide development of relevant operational publications.

• Ensure that monitoring and community engagement actions carried out are timely, relevant, effective and implemented to the best international practice of shared learning and accountability and ‘lessons learned’ are incorporated in future programming.

• Represent and participate in external events; relations with various external parties, coordination with partners and supporters;

Cooperation and Coordination

• Support the IFRC delegation on the operational coordination with the UN lead Regional Refugee and Resilience plan (3RP) and other coordination structures.

• Facilitate and encourage inter-agency approaches towards needs assessment, programme implementation and learning. To maintain an active overview of strategic issues and trends in the external environment.

Management Support

• Support Operations Manager to ensure the accurate, regular and timely production of narrative and financial reports to the Federation and donors, including proposal revisions and other relevant ECHO reporting.

• Support the Operations Manager to monitor deadlines and ensure that IFRC standards are met in donor reporting

• Work closely with TRC counterparts to lead strategic planning, resourcing and implementation of relevant ESSN programme actions

• In absence of Operations Manager, assume budget holder responsibility of the ESSN programme

• Provide direct management, technical direction and oversight to the Operational programme team (specifically Community Engagement Accountability, vulnerability analysis and monitoring) and lead designated cross cutting projects relating to the ESSN operations.

• Promote a culture of performance and continuous learning to improve the accountability and impact for vulnerable people, whilst working closely with the learning unit.

• Represent the IFRC in relevant national and international engagements and meetings as required.

Lateral Relationships

• Manage effective working relationships with National Society counterparts and leadership;

• Establish and ensure effective working relationships with the other delegates;

• Ensure effective working relationships with technical and service departments at IFRC regional level.
