Background/IRC Summary: The mission of the IRC’s Resettlement, Asylum, and Integration (RAI) department is to create opportunities for refugees, asylees and other immigrant populations to survive and thrive in America. The US has evacuated thousands of Afghan evacuees who have been hosted at safe havens around the country. The IRC provides support to facilitate the processing and resettlement of this population.

Job Overview/Summary: The Deputy of Program is responsible for overall program direction and implementation through Operation Allies Welcome Phase 2 at the National Conference Center in Leesburg, VA. The selected candidate will serve as team lead by ensuring a safe and welcoming process for the intake of clients in adherence with best practices for data-gathering, including sensitive personal information, ensuring data integrity, providing data-analysis, troubleshooting issues with data, and providing solutions to identified challenges, and managing the intake team.

Major Responsibilities:

  • Model, promote and uphold a culture of values as reflected in the IRC way: Standards of Professional Conduct –Integrity, Accountability, Service and Equality and the Respect at work policy
  • Establish and maintain a high-quality process for intake and management of IRC-led processes for Afghan guests throughout their time on base
  • Ensure the adherence to the latest case processing database (Hummingbird) guides and instructions
  • Oversee data quality efforts through supervision of Quality Control Managers and Data Integrity Manager, review of systems and guidance, and provision of feedback to continuously improve these
  • Collaborate closely with partner agencies involved in processing, including USCIS, DHS, DOD, IOM and others to ensure a cohesive approach that is responsive to each agency’s particular data needs
  • Serve as focal point for specific data requests from partner agencies or other stakeholders, such as ad hoc requests from the Department of State/PRM, USCIS, IRC HQ, and others
  • Provide regular data and progress updates to Site Lead and coordinating agencies
  • Develop a sound understanding of the IRC’s programs for Afghan evacuees to professionally represent the IRC to partners and federal stakeholders involved in Operation Afghans Welcome
  • Provide guidance and supervision to the program teams to discuss job expectations, set objectives and provide appropriate and timely feedback on performance of direct reports
  • Actively engage in strategic planning processes in partnership with the Site Lead
  • Perform other administrative duties, tasks and responsibilities as assigned

Key Working Relationships:

Position Reports to: Site Lead

Position directly supervises: QC Managers, Data Integrity Manager, Legal Leads, MFI Lead

Indirect Reporting: N/A
Other internal and/or external contacts: Position requires close collaboration with Afghan Evacuees Operations management team at IRC headquarters and with external agencies involved in the response such as USCIS, DHS, DOS, IOM and others **

Job Requirements:

Education: University degree in a related field (International Affairs, Social Sciences, or similar)

Work Experience:

  • At least 4 years of experience working on refugee processing overseas or resettlement programming in the US
  • Experience in managing teams in a fast-paced, complex environment

Demonstrated Skills and Competencies:

  • Familiarity with US government overseas refugee processing and domestic resettlement processes
  • Experience with refugee and resettlement-related databases, data requirements and information-sharing best practice
  • Extensive experience with Excel and other database software, data analysis, and database management and integration
  • Proven ability to manage projects to completion on time, within budget and with the anticipated results
  • Experience working in a multicultural environment
  • Must be a team player, detail oriented and reliable
  • Ability to productively interact with a wide range and level of staff and stakeholders

Language Skills: Fluent in written and spoken English

Working Environment:

  • It is expected that post holder will perform duties on site at the military base, with some work occasionally being done from the temporary housing location/hotel
  • Considering the response nature, it is expected that the post holder will perform duties 6 days a week including evenings as needed; final working days and expected schedule to be shared at offer stage
