Deputy Medical Coordinator, Trauma Training

International Medical Corps, which has a history of providing healthcare services and training in Ukraine that dates back to 1999, is expanding its activities in the country and the surrounding region in response to the war there.

The situation throughout Ukraine is deteriorating rapidly as the conflict intensifies, prompting a sharp increase in humanitarian needs as access to essential services and supplies are disrupted and more and more people flee their homes. In addition, millions of Ukrainians have fled to neighboring countries, including Moldova, Poland and Romania, increasing pressure on host governments as they work to provide shelter and essential services to the new arrivals.

Our response activities will include operation of mobile medical teams and providing emergency and primary health services, mental health and psychosocial support, gender-based violence services, child protection, nutrition, and water, sanitation and hygiene. If requested, we also are prepared to deploy our Emergency Medical Team and mobile health facility to provide emergency and primary healthcare wherever it is needed.

The position is based in Ukraine and may require in country travel based on security. Hire is contingent on confirmed funding.

Candidates will be required to show proof of being fully vaccinated against COVID-19, Measles and any other mandatory vaccine requirement (country dependent) prior to deployment. Job Description

Job Summary: This position is responsible for the management of the instructor team, including volunteer expatriate instructors and national instructors. The Deputy Medical Coordinator will lead the instructor team in preparing for and delivering training courses, liaise with training and operations teams on behalf of instructors, facilitate a positive and impactful volunteer experience, and build capacity of the national staff to localize the program.

Main Tasks and Responsibilities

Training Implementation:
• Manage day to day International Medical Corps training instructors, providing direct supervision to volunteer and national trainers and technical support to training staff related to programming
• Provide technical supervision of, and technical support to, the medical training team
• Lead the setup, maintenance and demobilization of the training space as required.
• Train national staff to increase responsibilities, build capacity and ensure program sustainability
• Work closely with Training Coordinator, senior management team, and field teams to determine and ensure operational needs and smooth implementation of training program
• Work closely with the Medical Director and health teams to ensure high quality training for beneficiaries using nationally or internationally accepted standards
• Work closely with team to ensure appropriate participants are selected for each training module

Deployed Personnel Coordination
• The Deputy Medical Coordinator is the focal point for training team health and medical emergencies. Managing the team trauma (and triage kit if available) and PEP kit, and may recommend personnel to seek health care or rest when they are ill. Ensure correct provision and use of PPE.
• Coordinate deployment schedules of all course instructors (volunteers) in liaison with the Logistics Assistant, Training Coordinator, and field and HQ HR to match the needs of the work
• Coordinate with HR team to provide appropriate volunteer onboarding with welcome package, mission documents
• Provide welcome briefing to volunteers upon arrival and orient to IMC’s in-country operations
• Communicates with volunteer instructors pre- and post-deployment
• Enforce security protocols including curfew, sheltering, movement documentation, and all other in country security procedures
• Promotes team cohesiveness, collaboration, support, a healthy co-working and co-living environment, and wellbeing
• Conduct exit evaluations with departing instructors, and communicate this feedback to Training coordinator and human resources

Representation
• Attend coordination meetings as needed
• Represent the organization at task force meetings, assessment missions, camp coordination meetings, UN coordination meetings, INGO coordination meetings as needed
• Participate in coordination meetings and communicate relevant information to direct line manager and other health staff as needed
• Ensure maximum visibility of the agency amongst the NGO community

Job Requirements

Minimum Requirements
• A medical or nursing degree is essential. Equivalent combination of relevant education and experience may be substituted as appropriate.
• Experience in trauma training, mass casualty management and CBRNE courses or the relevant similar experience is essential
• Typically, 5+ years of relevant and progressive experience in trauma care and international programs (preferably developing country or low-resource setting with an NGO)
• Must be able to travel within Ukraine as per IMC security protocols and follow security guidance
• Experience of working in complex environments.
• Experience in working with and managing remote teams.
• Excellent communications skills, both oral and written.
• Excellent self-motivation skills
• Experience in effectively dealing with international and headquarters staff, as well as government officials, and other NGOs; the ability to work with a broad spectrum of people.
• Extremely flexible and have the ability to cope with stressful situations and frustrations.
• Ability to relate to and motivate staff effectively.
• Excellent command of English with the ability to read, write, analyze and interpret, technical and non-technical information in the English language.
• Experience with work with procurement teams and proven ability to follow internal and donor compliance procedures and contractual requirements.
