Deputy Manager (Local Disaster Relief)

Job Purpose:

This position works closely with Manager (Local Disaster Relief) and is responsible to lead the execution of plans related to emergency response, and contribute to institutional response preparedness in Hong Kong.

Key Responsibilities:

  • Support the Manager in preparing strategic plans, annual plans, and budget
  • Work closely with different services within HKRC to achieve the purposes of emergency operations
  • Support the Manager in developing service manuals, guidelines and SOP
  • Act as operation in-charge to lead the planning, organizing, and implementation of relief services in coordination with partners and/or to respond to social needs
  • Supervise the staff and volunteers to accomplish assigned tasks (including service delivery and evaluation)
  • Support the Manager in capacity building of staff and volunteer
  • Ensure logistics and procurement of relief materials, including procurement process, stock record, and warehouse management systems are effective, efficient and accountable per HKRC policies and guidelines
  • Establish and maintain networks and partnerships with relevant Government Departments, local communities, and working and funding partners
  • Undertake any other job-relevant duties as assigned by the supervisors from time to time

Requirements:

  • Bachelor Degree holder in any discipline, preferably in Human Science, Social Service, Disaster Management or Logistics
  • Minimum of 5 years postgraduate work experience, with at least 2 years at managerial level or proven record of emergency relief experience
  • Solid experience and sound knowledge in emergency service, familiar with local emergency relief context is a definite asset
  • Able and ready to lead emergency operations during non-office hours, including weekends and public holidays
  • Experience in drafting operation manual and volunteer management is a plus.
  • Strong people management skills, demonstrate leadership and able to work in and with multi-disciplinary teams
  • Self-motivated, strong sense of responsibility, independent, good interpersonal and communication skills, able to work under pressure
  • Proficient in both written and spoken English and Chinese (including Putonghua)
  • Holder of valid first aid certificates is preferred
  • Holder of HKSAR driving license is preferred

Contract period: 1 year (Renewable)
