RI invests in four broad program sectors: Economic Opportunity, Education, Health, and Water, Sanitation and Hygiene (WASH). RI supports solutions that reinforce and improve upon existing in-country systems. Where such systems do not exist or are chronically underperforming, RI’s crisis response lays the foundation for long-term, sustainable change.

Position Summary

Reporting to the Hub Team Leader (HTL), the Deputy Hub Team Lead (DHT) will support with oversee the implementation, coordination and administration of all aspects related to ongoing program activities in Syria including planning, organizing, leading, and ensuring quality implementation of program activities. The DHT under the HTL supervision will be in-charge and is responsible for day-to-day management of Health & Protection Program, Monitoring and Evaluation as well as Grants Acquisition & partnership functions. The DHT needs to track progress with individual projects, monitor operational and financial activities, contribute to building a comprehensive accountability platform and contribute to lessons learned and recommendations for program improvement, in addition to ensuring program implementation follows RI and donors’ regulations.

ESSENTIAL RESPONSIBILITIES AND DUTIES:

Strategic

  • In Coordination with the HTL, contributes to the Syria mission strategic planning process by advising on any changes in the context, new program development needs and ideas for program growth inside Syria.
  • Facilitate and manage the implementation of program guidelines and standards, policies and procedures as defined by the Syria SMT.
  • Identify and report potential risks and possible threats associated with program activities and communicate with the HTL and other relevant departments for defining appropriate course of action for mitigating and addressing the risks.
  • In Coordination with the HTL, facilitates rapid response and assessments, with written reports, analysis and recommendations to initiate emergency response.
  • Lead the development and revision of program guidelines, policies and procedures.

Program Management and Development

  • Provide day to day oversight and management support to implementation of the projects.
  • Effectively manage Programs (Health & Protection) and Monitoring and Evaluation departments.
  • Under the HTL supervision, ensure that program activities comply with all donor and relevant legislation and professional standards.
  • With support from HTL and in coordination with other relevant departments, review current practices, SOPs, guideline, identify the gaps and provide continues development plan

Capacity building

  • Provide capacity building to Programs and Monitoring and Evaluation and Grants/partnership staff.
  • Focus on key capacity building areas such as management, leadership, work plan development, project cycle management etc.
  • Conduct regular performance appraisals and annual performance reviews of Program and M&E managers.

Budget and Financial Management

  • Under HTL supervision, ensure program implementation and budget use follows grant requirements per relevant donors. Report any deviations from spending projection/plans to HTL and Syria finance manager.
  • Ensure timely and constant monitoring of the project spend-down plans, review BVAs in coordination with relevant teams

Monitoring, Evaluation and Reporting

  • Review the current M&E mechanism and provide gap analysis to ensure data utilization and collection are efficient and in use.
  • Supervise the M&E team to develop a program evaluation framework to assess the strengths of the program and to identify and implement action plans regarding areas for improvement
  • In coordination with HTL and WOS grants manager, award and partnership manager, ensure regular reporting to donors on progress of project implementation (as per reporting calendar agreed).
  • In collaboration with the program manager/team, ensure that activities are on track and all M&E tools are in place and provide feedback to program team.

Coordination and Partnership

  • Support HTL in-country representation of RI to donors, NES forum operations and other relevant hub-based coordination when needed.
  • Conduct stakeholder mapping to identify local NGO/partners for potential coordination

Safeguarding

  • Uphold and promote RI’s commitment to ensuring the safeguarding and safety of the vulnerable communities we serve.
  • Consistent with RI’s safeguarding and protection policies, ensure all people who come into contact with Relief International are as safe as possible.

QUALIFICATIONS & REQUIREMENTS:

  • This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment. Creativity, flexibility, strong work ethic and a sense of humor are highly valued. Exceptional individuals are encouraged to apply;
  • A degree in a relevant Humanitarian/Development field or Bachelor’s degree with commensurate work experience; technical experience in health, WASH, nutrition and protection strongly preferred;
  • Minimum of 4 years professional program implementation experience in conflict settings; including program development and proposal writing experience;
  • Solid background and knowledge of USAID, ECHO and FAP Rules and Regulations;
  • Excellent interpersonal, communication, public speaking, and strategic planning skills required;
  • Fluency in English (spoken and written) required; Arabic language skills are highly advantageous;
  • Ability and willingness to travel to Syria management office in Jordan and inside Syria (if and when security permits).
  • Demonstrated ability to manage multiple priorities, deadlines, tasks efficiently;
  • Excellent time management skills and resourcefulness with strong attention to detail
