Mission

Role

The Deputy Head of Region assists the Head of Region in the successful implementation of GC programs in the MENA region, and with representation and strategic development.

Core responsibilities

Representation

  • Supports Head of Region in developing and maintaining effective working relationships with all stakeholders (AGDA, donors, state actors, INGO/UN, others)

Strategy

  • Contribute to the future programme planning
  • Contribute to organization discussions on strategic direction
  • Supports HoR on drafting & contributing to all strategies (security, country operations, regional, donors, advocacy)
  • Develops a Communications Strategy together with OpsCo & Comms

Security Management

  • Support HoR in regional security oversight

Operations Support

  • Ensuring staff/organizational structures
    • HR:
      • Full management responsibility for the OpsCo and the Policy and Legal Coordinator
      • Supports the HoR in the recruitment of Country Directors (shortlisting, testing, interviewing, selecting)
      • Together with the Field HR Manager (and CDs), ensure country offices respects GC HR policies and develops appropriate HR systems & structures
    • Supports on fin/hr/log/admin matters when necessary

Programs Monitoring

  • In charge of monitoring and evaluating the quality and effectiveness of GC operations, along with the OpsCo and CDs, on regional project implementation
  • Monitoring of implementation of program outputs as per donor agreements
  • Monitoring of adherence of AGDAs compliance to Deeds of Commitment in the region.

Donors Relations & Grants Management

  • Together the OpsCo, ensures quality control of project project cycle, including proposal development, implementation oversight, reporting and MEAL
  • Supports HoR on maintaining and developing donor relations

Staff Performance Management, Learning & Development

  • Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting annual performance objectives.
  • Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team and providing guidance on career paths.· Promote and monitor staff care, well-being and self-care.· Look for opportunities to support staff in their career growth, where appropriate.

Policy & Research

  • Supports HoR with long terms or/and priority files

Main qualifications

Education and experience

  • A minimum of six years experience working in the humanitarian or comparable sector.
  • Experience in management of humanitarian country operations.
  • Development of donor relations and proposals in competitive environments.
  • Excellent people management experience with proven ability to lead and manage national staff.
  • Experience working in complex security environments.

Technical skills:

  • Experience in Project Cycle Management.
  • Experience in Representation.
  • Experience in Donor Relations.
  • Previous experience as a Country Director for a humanitarian organization preferred.
  • Experience with IHL preferred.

Languages:

  • English (C1-C2).
  • Arabic is an asset.
  • Other regional languages are an asset.

Qualifications / Personal skills:

  • Demonstrated ability to thrive in a matrix management environment. Developed interpersonal and communication skills including influencing, negotiation and coaching.
  • Strong communications skills (both written and verbal) at a level appropriate for high level external representation and ability to tailor communications to different audiences.
  • Interpersonal skills with experience of negotiation with weapon bearers and other stakeholders.
  • Entrepreneurial mindset.
  • Willingness and ability to travel at short notice.

  • Duty station: Based in Geneva, to move to Amman when registration complete.
